Requirements

Must:
- Bachelors degree in Engineering (Civil, Chemical, Environmental, Mechanical, or related field) - Professional Engineer registration in Kansas required; registration from another state accepted with future compliance in Kansas - Twelve years of progressively responsible experience in the water utility industry focusing on potable water production, distribution operations, and maintenance - Seven years of leadership experience, including employee performance evaluations and managerial administrative duties - Experience in designing, permitting, constructing, and commissioning water utility infrastructure - Proficiency in negotiating and managing contracts for services and products - Experience in vendor management for both products and services - High standards for quality and quantity of work produced - Strong communication skills with the ability to present technical information effectively - Ability to make critical decisions, problem solve, and provide leadership to teams - Knowledge of safety regulations and procedures related to water utilities and underground work

Responsibilities

- Direct and oversee the development of long-term plans including the 40-Year Master Plan and Capital Improvement Plan - Evaluate risks and prioritize enhancements for the water treatment and distribution systems - Coordinate project planning, design, and construction ensuring adherence to engineering principles - Work collaboratively with various divisions to implement projects aligned with organizational objectives - Advise senior management on engineering matters impacting strategic goals - Ensure the quality of projects through thorough evaluation of proposals and contractor performance - Oversee complex engineering analyses and leverage data for capacity assessments - Manage public engagement for projects, addressing stakeholder impacts and requirements - Develop and review policies for project management and engineering standards - Lead disaster recovery efforts during emergencies - Foster a positive workplace culture and provide mentorship to direct reports - Develop and oversee budget planning and forecasting for the division
