Requirements
Must:
- Bachelors degree in computer science, information systems, information management, data governance, or a closely related field
- A minimum of five years of progressively responsible experience in enterprise systems analysis, software development, database administration, or information systems governance
- Experience with implementing or managing an Electronic Document and Records Management System (EDRMS)
- Familiarity with applying and executing records retention schedules in a public agency or similar environment
- Proficient in designing automated workflows for document lifecycle management and defensible destruction
- Expertise in integrating enterprise platforms with data lakes, analytics environments, or AI systems
- Ability to coordinate cross-functional teams involving Legal, IT Security, executive leadership, and operational departments
- Previous experience leading complex enterprise technology projects with minimal oversight
- Valid California drivers license or eligibility to obtain one
Responsibilities
- Oversee the deployment, configuration, integration, and ongoing management of Valley Waters EDRMS
- Supervise data and document classification across the enterprise utilizing AI tools with human validation for compliance
- Administer and apply Board-approved records retention schedules for various document types and business units
- Create, implement, and oversee automated workflows for document destruction in collaboration with Legal Counsel and executive leadership
- Document formal procedures for document destruction, including approval workflows and audit documentation
- Work with Cybersecurity to implement metadata-driven access control frameworks
- Ensure proper governance and accuracy of data flowing into Valley Waters data lake
- Supervise the removal of data from enterprise systems post-destruction
- Provide technical leadership in application configuration and system optimization
- Prepare system documentation, governance standards, and training materials for users
- Manage complex system enhancements and cross-functional projects
- Troubleshoot and resolve intricate application, database, and integration challenges
- Offer technical support and guidance to assigned staff
- Ensure adherence to information security, privacy, and regulatory standards
- Stay informed on emerging technologies and best practices in records and information management

At Valley Water, we are searching for a skilled Information Systems Analyst III to spearhead the deployment, management, and governance of our new Enterprise Electronic Document and Records Management System (EDRMS). As a pivotal part of our Digital Transformation Strategy, this role will establish sustainable information governance practices throughout our organization.
