Requirements
Must:
- Five (5) years of progressively responsible experience in records management, helpdesk management, library services, or a related field.
- A minimum of two (2) years in a supervisory or program management role.
- Proven experience in managing large-scale records collections, including both off-site archival storage and on-site digital information.
- Background in overseeing help desk functions and familiarity with call center automation.
- Experience in administering Public Records Act requests and handling legal records production.
- Demonstrated leadership in technology implementations, system migrations, or automation initiatives focusing on records or information management.
- Strong customer service skills with an emphasis on balancing service quality, legal compliance, and operational efficiency.
- Excellent communication abilities for conveying complex records and technical concepts to diverse audiences.
- Strong analytical and project management skills capable of evaluating operations and implementing customer-centered solutions.
- Knowledge of records management, information governance, and library science principles, including generally accepted recordkeeping practices.
- Familiarity with federal and state laws regarding public records, particularly the California Public Records Act.
- Educational qualifications equivalent to a degree from an accredited four-year institution in records management, library sciences, or related fields.
- A Certified Records Manager (CRM) designation is highly valued.
Responsibilities
- Act as the main contact point for internal staff, legal teams, external agencies, and the public regarding records and information access.
- Provide prompt, accurate, and courteous responses to Public Records Act and internal requests for information.
- Develop service standards, workflows, and performance metrics to maintain a consistent, customer-focused experience.
- Offer guidance and training to departments and requestors about the availability of records, processes, and regulatory timelines.
- Oversee the enterprise helpdesk function related to Records, Library, and IT service requests and incidents.
- Lead daily operations of the helpdesk, including call intake, ticket management, and resolution workflows.
- Establish triage processes for effective prioritization and routing of incidents based on urgency.
- Manage call queue to balance workload and meet service level objectives.
- Define and track helpdesk performance metrics including response times and customer satisfaction.
- Implement strategies to reduce repeat incidents and improve service efficiency through knowledge sharing and self-service options.
- Ensure documentation and ticket auditing meet compliance and governance requirements.
- Evaluate service performance and drive process enhancements for greater operational efficiency.
- Maintain a customer-service-oriented culture focused on professionalism and measurable outcomes.
- Collaborate with IT operations and library services for seamless cross-functional issue resolution.
- Monitor records and library program effectiveness and identify areas for improvement.
- Ensure the security and proper management of sensitive records.
- Develop and test disaster recovery plans for all forms of records.
- Lead initiatives for automation within records workflows and implement digital records management systems.
- Maintain the organization and preservation of both on-site and off-site records and reference materials.
- Respond to Public Records Act requests and manage compliance with applicable laws.
- Oversee responses to legal demands for records coordination with legal counsel.
- Plan and manage staff and resources effectively, including budgeting and program updates for leadership.
