Requirements
Must:
- 84 months of experience in Information Technology, supporting intricate software systems or applications.
- 84 months of experience in analyzing complex business processes and developing test plans.
- 84 months of experience in documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle to help the organization achieve its objectives.
- 84 months of experience in producing written correspondences for business owners, IT program team members, and management.
- 84 months of experience in the Health Insurance sector, particularly with the Affordable Care Act or Medicaid, including Eligibility and Enrollment.
- 84 months of experience with ETL tools, batch jobs, Rational Quality Manager, and report development using IBM Cognos or HIPAA-compliant X12 format for EDI transactions.
- 60 months of experience in reviewing and assessing technical specifications for alignment with business goals and requirements.
Responsibilities
- Conduct technical design, development, testing, and optimization of comprehensive MS Access/Oracle databases.
- Engage with users to resolve issues and gather specifications.
- Monitor and document alterations to functional and technical specifications.
- Design, develop, and rigorously test all enhancements, interfaces, workflows, reports, and perform data conversion tasks.
- Support the creation of training related to Access database implementation for users.
Description
We are the New York State of Health (NYSoH), the official health plan marketplace of New York. We are seeking temporary personnel services to assist with the ongoing design and development of information technology systems that align with enrollment goals and comply with federal and state regulations. Our IT Specialists collaborate closely with NYSoH program staff, offering technical expertise in the development of comprehensive Access/Oracle databases for product offerings and consumer inquiries. This is a hybrid position located in Albany, NY, with a flexible 40-hour work week.
