Requirements

Must:
- Bachelors degree in a relevant field and substantial professional experience in data systems management, reporting, and analysis, or a similar combination of education and experience - Proven proficiency in database design, system implementation, and practices for data integrity and security, especially with complex and sensitive data - Comprehensive knowledge of data visualization and reporting tools; capability to create dashboards and decision-support tools for executive audiences - Strong analytical and problem-solving abilities, as well as collaboration and decision-making skills; adept at independently and collectively resolving intricate issues that require consideration of multiple factors - Exceptional written and verbal communication abilities; skilled in conveying technical concepts to varied audiences - Capacity to foresee organizational needs and translate policy into operational procedures, while recommending strategic improvements - Advanced proficiency with Microsoft Office, Zoom, Google Workspace, Box, and similar collaboration and communication tools

Responsibilities

- Oversee and manage the statewide 4-H enrollment database and related systems, ensuring data integrity, compliance, and security - Participate in the design and supervise the implementation of system features, integrations, and workflows to enhance program operations - Assist in developing statewide methodologies for data extraction, validation, and reporting, ensuring alignment with UC, state, and federal standards - Act as the primary liaison to vendors and developers, advocating for Californias system needs and ensuring effective enhancement and problem resolution - Ensure uniform application of data governance and quality assurance practices across all statewide enrollment data processes - Collaborate with the Statewide 4-H Director, 4-H Policy Analyst, and others to interpret relevant policy changes and integrate them into the enrollment system design - Design and deliver advanced reporting dashboards, visualizations, and analyses to support statewide monitoring, compliance, and informed decision-making - Conduct complex analyses of program participation and system usage, identifying trends, gaps, and opportunities for leadership insight - Lead requirements gathering to convert operational, programmatic, and policy needs into technical specifications for system configurations - Support the design and implementation of statewide training programs and communication strategies for 4-H data system users - Provide advanced multi-platform trainings, ensuring consistent statewide understanding and compliance - Offer coaching and guidance to county-level staff on complex system and policy inquiries - Represent California 4-H in national groups related to enrollment and data systems, sharing best practices and advocating for program needs - Offer secondary technical support for additional online 4-H systems and advise on future enrollment system technology adoption and integration
