Requirements
Must:
- Expert knowledge of Atlassian products including Jira, Confluence, and Jira Service Management
- Proficient in the Microsoft Office suite with emphasis on Word, Excel, and PowerPoint
- Strong coding skills in JQL, SQL, and HTML
- Experience in creating customized workflows and dashboards in Jira and Confluence
- 5+ years of experience with Atlassian tools
- Background in automating Jira/Confluence functionalities, including scripting
- 5+ years experience utilizing REST APIs for Jira and Confluence
- Familiarity with Agile methodologies and best practices in Jira
- Front-end development experience using JavaScript, Angular, HTML, CSS, and Restful APIs
- Proven experience in client interaction and support
- Relevant experience in a System Program Office or Program Management Office, preferably for DoD
- Understanding of DoD contract types and Federal Acquisition Regulations
- Knowledge of managing DoD schedules and program artifacts
- Familiarity with the Adaptive Acquisition Framework and DoD budgeting processes
- Capability to evaluate proposals and selection criteria
- Strong critical thinking and problem-solving skills
- Exceptional verbal, written, and presentation communication skills
- Ability to collaborate effectively in diverse teams within both physical and virtual settings
Responsibilities
- Collaborate with the technical team to configure Atlassian tools tailored to client needs
- Build custom workflows and dashboards to effectively manage data
- Engage with clients to gather requirements and implement processes in Jira
- Utilize Jira Service Management for workflow and asset management
- Customize and automate the functionality of Jira and Confluence as required
- Conduct market research and assist in the development of acquisition strategies
- Prepare solicitation documentation for various stages of project acquisition
- Ensure compliance of proposals with set standards and requirements
- Track and manage project requirements and technical baselines
- Monitor program risks and balance cost, schedule, and performance
- Create and manage technical performance requirements and related artifacts
- Work autonomously with minimal supervision while collaborating with leadership
- Proactively identify and resolve challenges as they arise
- Communicate complex information effectively in a DoD setting
