Requirements
Must:
- Over 10 years of experience managing and customizing Jira, Confluence, and Jira Service Management
- More than 10 years of experience developing or extending Atlassian tools through scripting, plugins, or configurations
- At least 7 years of experience supporting the Air Force or Space Force (Active Duty or GG preferred)
- Extensive experience in process automation with:
- Java
- JavaScript
- HTML/CSS
- Python
- REST APIs
- ScriptRunner
- Groovy
- 5+ years experience utilizing and extending Jira/Confluence REST APIs
- 5+ years of experience with Git or similar version control systems
- Proven experience in supporting DoD acquisition with:
- Market research
- Strategy development
- Requirements tracking
- Baseline management
- Risk and issue management
- Schedules and program artifacts
- Familiarity with:
- FAR
- DoD contract types
- AAF
- PPBE
- EVM, IMS, WBS, CDRLs, TPRs, ECPs, RIO
- Capacity to work independently and engage collaboratively with leadership in cross-functional teams
- Exceptional communication skills, both verbal and written
Responsibilities
- Provide expert-level guidance in the architecture, configuration, and customization of Jira, Confluence, and JSM
- Design intricate Jira workflows, automation rules, post functions, validators, and lifecycle-driven processes
- Develop Confluence dashboards, well-structured spaces, and reporting pages
- Create advanced SQL, JQL, and scripted logic for analytics and data extraction
- Integrate Atlassian tools using REST APIs and custom scripts
- Assist with CI/CD-driven updates and configuration deployments in Jira/JSM
- Design or enhance Atlassian plugins and applications as necessary
- Collaborate with stakeholders to map and automate acquisition workflows in Jira
- Analyze complex program requirements and transform them into actionable pipeline logic, artifacts, and dashboards
- Offer guidance in Agile, SAFe, and DevSecOps methodologies
- Engage in PMO/SPO-style environments and support comprehensive acquisition lifecycle activities
- Produce clear technical documents, diagrams, process maps, and reports
