Requirements

Must:
We require candidates to have a Bachelor’s degree in Systems Engineering, Computer Science, or Computer Engineering. You must either hold an active Confidential Security Clearance or be eligible to obtain one. A cybersecurity certification such as Security+, CEH, or an equivalent is necessary. You should have over 15 years of experience in Systems Engineering, along with proven expertise in Systems Security Engineering (SSE), System Security Plan (SEP) development, and familiarity with DoD acquisition processes. A strong grasp of Agile, DevOps, and DevSecOps environments is essential, as is experience in managing technical milestones and deliverables with respect to Earned Value Management (EVM) standards. Additionally, you should possess applied knowledge of NIST SP 800-37.

Responsibilities

In this role, I will provide comprehensive systems engineering support to the Navy Modernization (NM) Program and its related IT systems. I will lead the design, development, and integration of software, hardware, and data systems that align with the Navy's configuration management and modernization goals. I will create and uphold System Security Engineering Plans (SEPs), System Security Plans, and associated technical documentation as per DoD and NIST standards. My duties will also include coordinating and executing Systems Security Engineering (SSE) activities, embedding cybersecurity requirements throughout system design and sustainment. I intend to apply Agile and DevSecOps methodologies to enhance the development, testing, and delivery of secure IT solutions. Furthermore, I will oversee and monitor system milestones, risks, and deliverables in accordance with EVM standards, participate in technical evaluations, configuration audits, and decision-making boards, and ensure that all modernization compliance requirements are met. I will provide technical troubleshooting, system validation, and process optimization for IT systems supporting the Navy Data Environment (NDE) while leading and mentoring engineering personnel in best practices related to systems integration, data management, and cybersecurity. Collaboration with program managers, fleet users, and IT stakeholders will be key to ensuring that modernization initiatives meet operational, scheduling, and security objectives. I will also contribute to the updates of modernization manuals, process documentation, and training materials, including the Navy Modernization Process Management and Operation Manual (NMP-MOM). My support will extend to knowledge management, user training, and technical communication relating to system upgrades and new feature deployments, along with conducting system performance evaluations, providing improvement recommendations, and preparing executive-level reports on modernization system health and performance.

Description


Preferred qualifications include a Master’s degree in Systems Engineering or Cybersecurity and certifications such as CISSP or PMI-ACP. Candidates with over 15 years of experience in DoD or Navy Systems Engineering will have a competitive edge, as will those familiar with DoD 5000-series and Navy modernization processes. This is a full-time position, offering a salary range of $90,000.00 to $200,000.00 per year.
