Requirements

Must:
- I hold a Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or a related field (preferred). - I have over 5 years of experience in developing and supporting applications in hybrid on-premises and cloud environments. - I possess at least 2 years of cybersecurity experience where I integrated security controls into software development lifecycles. - I am skilled in Java, Python, SOAP/REST APIs, and SQL development. - I have experience in developing and securing web applications, particularly in AWS Lambda, Azure App Services, and O365 environments. - I am familiar with DevSecOps toolchains such as Azure DevOps, GitHub Actions, Jenkins, and SonarQube. - I have a working knowledge of NIST 800-53, FISMA, CDM, and Zero Trust architecture requirements. - I possess strong communication skills to coordinate with cross-functional teams and report to executive leadership.

Responsibilities

- I design, develop, and maintain security applications that support agency cyber operations and automation frameworks. - I modernize and maintain legacy JavaServer Pages applications within the cyber tool ecosystem. - I create APIs and integration services for ServiceNow, Splunk, Defender, and Cribl data pipelines. - I implement DevSecOps practices that ensure secure code review, testing, and continuous deployment using Azure DevOps and GitHub Enterprise. - I develop automation scripts in Python, Java, and SQL to support data collection, reporting, and alert remediation workflows. - I ensure that applications comply with NIH secure coding standards and adhere to Zero Trust principles through code scanning and dependency analysis tools. - I collaborate with database and security engineers to create data-driven dashboards and integrated workflows for OCIO operations. - I maintain documentation for design, test plans, and security artifacts to ensure ATO and audit readiness.

I am seeking a Security Infrastructure Support Application Developer who is committed to engineering and maintaining secure applications and integrations that bolster NIH’s enterprise cybersecurity platforms, including ServiceNow ITSM, Splunk SIEM, and Defender security operations. This full-time position is hybrid based in Bethesda, MD, and requires a Public Trust clearance or higher. The salary for this role ranges from $105,000 to $164,000 per year, along with a benefits package that includes a 401(k) plan with matching, dental and health insurance, a health savings account, life insurance, and vision insurance. I prefer candidates with specific certifications, such as Microsoft Certified: Azure Developer Associate or DevOps Engineer Expert, CompTIA Security + / PenTest +, Certified Secure Software Lifecycle Professional (CSSLP), or ITIL 4 Foundation or an equivalent. I value hands-on experience with NIST 800-53, FISMA, CDM, and Zero Trust Architecture, looking for at least 5 years in these areas, alongside proficiency in Java, Python, SOAP/REST, and SQL for a minimum of 7 years, and 4 years using DevSecOps tools, including ADO, GitHub, and Jenkins. The ideal candidate will be able to commute to Bethesda, MD 20817 as needed.
