Requirements
Must:
- Strong ability to engage and foster relationships with diverse stakeholders, including government technical representatives and contractors.
- Excellent written and verbal communication skills.
- Capability to work autonomously or collaboratively within a team setting.
- Proficient in briefing senior government personnel.
- Bachelors Degree in Science, Engineering, or Mathematics with at least 10 years of experience; a Masters degree and 8 years of experience are also acceptable. Alternatively, 4 additional years of relevant experience can substitute for the degree.
- Must possess TS/SCI clearance.
- Significant prior military experience with Naval Information Operations systems and familiarity with military planning processes.
- Strong understanding of the PEO C4I/NAVWAR organizational structure, programs of record, and mission objectives.
- Basic knowledge of Program of Record (PoR), Department of Defense (DOD), and U.S. Navy acquisition documentation.
Responsibilities
- Provide systems engineering and technical support for ongoing Information Operations and advanced technology initiatives for the Navy IO Customer.
- Compose and revise materials for reports, manuals, briefs, proposals, technical instruction books, and related administrative documents regarding work methods and procedures, installation, operation, and maintenance.
- Improve the work of writers, overseeing and coordinating their activities in producing technical, scientific, and medical documents for publication.
- Offer subject matter expertise in the development of Fleet employment strategies for Information Operations and associated systems, including CONOP, CONEMP, and OPTASK frameworks.
- Participate as an expert in meetings, technical working groups, technical exchange meetings, and Commanders Update Briefs.
- Conduct assessments and set advanced development priorities, reviewing R&D and S&T programs, proposals, and projects as directed.
- Assist the Navy IO Customer in modernizing its global IO architecture.
- Communicate requirements, work deliverables, progress updates, and schedules to senior civilian and military staff.
- Operate under general supervision, actively contributing to the establishment of assignment objectives and planning schedules to achieve those objectives, with work reviewed upon completion for adequacy in meeting goals.
