Requirements
Must:
- Bachelors degree in systems engineering, Mechanical Engineering, Electrical Engineering, Information Systems, or a related technical field.
- Masters degree is preferred.
- At least 6 years of relevant experience.
- Significant expertise in systems engineering, particularly in Verification and Validation (V&V) within the defense acquisition lifecycle.
- Strong capability in developing, managing, and evaluating Requirements Verification Compliance Matrices (RVCMs) or Requirements Verification and Test Matrices (RVTMs).
- Familiarity with baseline and allocated requirements environments, especially during the Technology Maturation and Risk Reduction (TMRR) phase.
- Experience in creating or consulting on V&V Plans, Design Compliance Reports, and associated documentation for strategic defense systems.
- In-depth understanding of DoD acquisition guidelines, including the milestone decision processes from Milestone A to Milestone B, necessary for test planning and verification reporting.
- Proficiency in systems engineering tools such as DOORS, Cameo Systems Modeler, or equivalent platforms for requirement management and assessment.
- Strong analytical skills to evaluate the adequacy, completeness, and compliance of V&V efforts and testing strategies.
- Excellent written and verbal communication skills to effectively present V&V strategies, findings, and recommendations to various stakeholders.
- Strong interpersonal abilities to collaborate successfully with multidisciplinary teams and government representatives.
- Detail-oriented with the ability to juggle multiple V&V-related tasks while adhering to tight deadlines.
- Interim secret clearance required with the capability to acquire a top secret clearance; SAIC will facilitate the clearance process.
Responsibilities
- Guide and assist in the formulation and execution of a comprehensive V&V strategy, ensuring thorough verification of all system and subsystem requirements in accordance with program objectives.
- Contribute to the evolution of the Design Compliance Report and aid in strategies for validating requirements during system design, development, and integration.
- Develop and evaluate requirements-based Verification and Validation Plans, specifying methodologies, assumptions, and success criteria for verifying both system-level and subsystem-level requirements.
- Establish and maintain a Requirements Verification Compliance Matrix (RVCM) or Requirements Verification and Test Matrix (RVTM) to ensure traceability between requirements and their corresponding V&V activities.
- Assess and document the adequacy and completeness of V&V assignments across the system and the allocated requirements baseline.
- Evaluate verification methods (analysis, inspection, demonstration, and test) to confirm their appropriateness for fulfilling system requirements.
- Operate within baseline (system-level) and allocated (subsystem/component-level) requirements environments to ensure complete and cohesive traceability of requirements to V&V activities.
- Identify any gaps or deficiencies in baseline and allocated requirements and suggest corrective measures for proper validation.
- Support the audit and approval processes of requirements baselines during their maturation, ensuring compliance with the V&V strategy and related documentation.
- Collaborate with systems engineering and test teams to contribute inputs to various engineering deliverables, such as the System Requirements Specification (SyRS), Test and Evaluation Master Plan (TEMP), and System Engineering Plans (SEP).
- Provide guidance on the test strategy to guarantee sufficient, effective, and integrated requirements verification activities throughout the broader systems engineering lifecycle.
- Ensure that compliance reporting for V&V aligns with best practices and program objectives while minimizing technical and operational risks.
- Act as a V&V subject-matter expert during critical program milestone reviews, such as System Requirements Review (SRR) and Preliminary Design Review (PDR), offering technical knowledge related to test, verification, and compliance activities.
- Mentor junior engineers and analysts involved in V&V efforts, sharing best practices for developing and assessing RVCMs and contributing to systems engineering deliverables.
- Engage with Integrated Product Teams (IPTs), government stakeholders, and contractors to maintain alignment between V&V tasks and the evolving technical baselines.
