Requirements

Must:
- Bachelors degree in Engineering or a related technical field. - Active SECRET clearance, with the capability to obtain TS/SCI. - A minimum of 7-10 years of experience in systems engineering, program or project management, or technology development, preferably in a government or defense environment. - Proven experience in systems integration, functional requirements, and managing intricate subsystem interfaces for large-scale initiatives. - Familiarity with assessing technical documentation (e.g., Interface Control Documents, test plans, and verification and validation artifacts) for compliance with system requirements. - Excellent interpersonal skills and the ability to communicate effectively with Program Office Leadership and external stakeholders. - Demonstrated success in achieving results within a collaborative, highly technical, and multidisciplinary atmosphere. - Preferred Qualifications: - Knowledge of the Navy Conventional Prompt Strike (CPS) program or similar strategic systems. - Experience in managing Small Business Innovation Research (SBIR) cycles and technology transition plans. - Background in working with national laboratories, universities, and government entities on advanced technology development. - Understanding of verification and validation best practices, including planning and execution, and the capacity to evaluate compliance at both subsystem and system levels. - Masters degree in Engineering, Systems Management, or a related field.

Responsibilities

- Assist the SPC7 Advanced Concepts Team in managing SBIR projects related to CPS weapon system enhancements. - Align performer efforts with overall system functional requirements, allocated system specifications, and clearly defined interface criteria. - Review and assess subsystem designs to ensure compliance with system requirements, offering guidance and feedback for consistency with technical and operational goals. - Engage in technical reviews, contributing insights to influence subsystem designs and deliverables. - Work with performers to refine and clarify interface criteria, ensuring the seamless integration of hardware, software, and system components. - Assess subsystem documentation, including Interface Control Documents and test plans, to ascertain their suitability for technology insertion and long-term compatibility. - Evaluate performer verification and validation (V&V) plans, methodologies, and outcomes to confirm they meet program-level standards and demonstrate technology readiness. - Provide direction to performers on effective execution of V&V initiatives, ensuring documentation complies with program standards. - Confirm that technology projects are progressing as intended and meeting prescribed readiness criteria by meticulously reviewing V&V artifacts. - Monitor and track performer progress, ensuring alignment with technical specifications, budgets, and milestone timelines of the CPS program. - Oversee subsystem testing, maturation efforts, and milestone evaluations to ensure cohesion between individual performer tasks and overarching system objectives. - Identify potential risks to subsystem and system-level integration and collaborate with stakeholders to mitigate challenges. - Prepare and present professional progress reports and risk assessments to Program Office Leadership. - Communicate advancements in technology development, subsystem integration status, and technical obstacles to essential stakeholders, aiding in risk management and decision-making for the program. - Maintain comprehensive and accurate records of performer performance, subsystem documentation, and V&V deliverables to ensure transparency in the program. - Act as a liaison among various organizations, including warfare centers, national laboratories, universities, and design agents, to enhance communication and progress on CPS technology maturation activities. - Collaborate with program stakeholders to ensure delivered subsystems and technology efforts align with the CPS weapon system architecture and strategic objectives of the program.
