Requirements

Must:
- Bachelors degree and a minimum of five (5) years of experience; Masters degree and at least three (3) years of experience; or a PhD with no related experience. Relevant experience can substitute for a degree. - Must possess an Active Top Secret/SCI clearance with Polygraph. - Strong expertise and familiarity with the Intelligence Communitys acquisition cycle, requirements processes, budgeting practices, and acquisition documentation. - Over seven (7) years of experience in government contracting or acquisition, with DAWIA Certification in Contracting or equivalent qualification. - Experience with traditional and non-FAR acquisition methods such as IDIQs, BAAs, and OTAs is advantageous. - Proven ability to thrive in a fast-paced, dynamic, and agile work environment. - Ability to collaborate effectively in cross-functional teams. - Outstanding verbal and written communication and coordination skills. - Excellent interpersonal skills.

Responsibilities

- Collaborate with Program Office personnel (COTRs, GPOCs, SETAs, etc.) and Contracts staff (Contracting Officers, Contract Specialists, etc.) to formulate acquisition strategies and necessary documentation. - Assist in planning and executing the acquisition of new prototypes including solicitation, evaluation, awarding, and managing IDIQ contracts, Task Orders (TOs), Broad Agency Announcements (BAAs), Contract Research and Development Agreements (CRADAs), Interagency Agreements (IAs), and other innovative contracting options like Other Transaction Agreements (OTAs) and commercial purchases. - Draft essential acquisition documents such as Market Research Reports, Statements of Work (SOW), Acquisition Strategy Council (ASC) briefings, Justification and Approvals (J&As), Contract Data Requirements Lists (CDRL), In Scope Determinations, and proposal evaluation criteria. - Provide acquisition advisory services during the technical and cost evaluation process of proposals. - Work alongside technical staff to capture and document technical and programmatic requirements. - Facilitate all phases of contract competition including pre-award tasks, source selection, and post-award activities. - Offer acquisition support to the COTRs and the Program Office.
