Requirements
Must:
- Bachelors degree in finance, business administration, or a related field, or equivalent experience
- Minimum of 15 years of professional experience, with relevant qualifications considered in lieu of education
- Over 12 years in Federal Government Contracting
- At least 5 years of cost estimating experience with knowledge of competitive pricing strategies
- Proficiency in preparing high-value cost and price proposals, especially over $100M, including various pricing types (FFP, T&M, Cost-plus) is a strong advantage
- Comprehensive knowledge of government contracting pricing environment (FAR/DFARS requirements, BOE development, Cost Accounting Standards, DoD procurement lifecycle)
- Experience in developing competitive pricing strategies within the Systems Integration and Delivery markets
- Proven ability to establish and maintain relationships with senior business leaders
- Strong written and presentation skills along with critical thinking and analytical capabilities
- Proficient in building complex models using tools like Power BI, Dynamics CRM, Excel, Access, and advanced techniques such as regression analysis and machine learning
- Preferred Secret clearance or higher
Responsibilities
- Lead, mentor, and enhance best practices within the PTW and deal strategy team
- Define and recommend strategies for PTW, bids, and competitive positioning on high-value capture efforts
- Shape procurement and winning strategies, creating effective briefings and reusable materials
- Conduct analyses of competitors and customers to inform bid decisions
- Facilitate strategy sessions to uncover competitive insights and customer priorities
- Shape solutions by applying Design-to-Cost principles while upholding technical integrity
- Evaluate RFP methods and contractual frameworks, identifying risks and mitigation strategies
- Collaborate on business cases and risk assessments for large bids, including managed services and integration solutions
- Foster consensus in a multi-team setup and maintain transparency about strategic approaches
- Develop and sustain PTW templates and tools, documenting strategies and processes while ensuring organizational training
