Requirements

Must:
- Active TS/SCI with CI Polygraph - Bachelors degree and at least ten years of experience in government acquisition and/or contracts, demonstrating rapid development of acquisition documentation - Proven history of expediting acquisition processes while adhering to Federal Acquisition Regulations (FAR) and agency-specific policies - Experience with technology-oriented programs or engineering projects in an acquisition role - Strong collaborative relationships with contracting offices and effective coordination with contracting officers - Ability to excel in a fast-moving environment with competing priorities and tight timelines - Superior written and verbal communication skills, including drafting clear, compliant acquisition documents and briefing stakeholders - Proficiency in MS Office applications

Responsibilities

- Assist government program managers in executing microelectronics/semiconductor R&D and transitioning hardware to flight development - Produce necessary acquisition documents (SOWs, J&As, CDRLs, RFPs/RFIs, IGCEs) to support program advancement - Convert technical details into precise, clear documentation, collaborating effectively with engineering teams - Create contract vehicles (IDIQs, BPAs, OTAs) tailored for microelectronics/semiconductor R&D - Provide expertise on source selection processes, including evaluation criteria and risk mitigation strategies - Build strategic partnerships across DoD, NASA, National Labs, universities, and industry through various agreements - Formulate teaming arrangements and consortium agreements that utilize multi-organizational capabilities - Evaluate state-of-the-art microelectronics/semiconductor technologies and offer insights on development strategies - Develop technology transition strategies that promote innovation while controlling risk - Coordinate with Contracting Officers (COs) and Contracting Officer Representatives (COR/COTRs) to monitor contract performance - Generate status presentations and reports for government stakeholders - Employ critical thinking and innovative problem-solving to identify effective solutions and deliver compliant results
