Requirements
Must:
- Bachelors degree in Business, Physics, Engineering, Mathematics, or a related field with 14+ years of relevant experience, or a Masters degree with 10+ years of experience; Masters degree holders with 9+ years or a PhD or JD with 7+ years also qualify.
- Knowledge of defense and intelligence acquisition, budgeting, and contracting processes.
- TS/SCI clearance with a polygraph.
- Exceptional interpersonal, leadership, program management, and problem-solving abilities.
- Strong writing and presentation skills.
- Proven capability to thrive in a fast-paced and dynamic environment.
- Experience in developing acquisition strategies and plans for significant satellite programs.
- Familiarity with the National Reconnaissance Office (NRO) and its major acquisition processes and satellite systems.

Responsibilities
- Assist in formulating an acquisition plan for a significant satellite initiative.
- Advise the Program Director, Program Managers, and Contracting Staff on acquisition strategies, budgeting, and execution.
- Support technical teams in creating statements of work and data deliverable requirements for various procurement actions.
- Prepare documents and presentations to report on status, suggestions, and methodologies.
- Coordinate with stakeholders and subject matter experts to manage and maintain contract documentation, including performance fees and modifications.
- Aid in contract negotiations, evaluate price rationale, and oversee administration and termination procedures.
- Draft technical evaluations and advise during source selection processes.
- Assess contractor designs and milestone reviews for progress, risks, and issue resolution.
- Monitor contractor performance for adherence to contract terms and ensure timely submission of deliverables.
- Evaluate Contract Data Requirements List (CDRL) submissions to confirm compliance with program needs.
- Engage in program reviews and technical meetings.
