Requirements
Must:
- Bachelors degree in Business, Physics, Engineering, Mathematics, or a related field with 18+ years of relevant experience, or a Masters degree in similar disciplines with 16+ years of experience; PhD or JD with 15+ years of experience.
- Current TS/SCI security clearance with polygraph.
- Proven expertise in defense and intelligence acquisition, budgeting, and contracting processes.
- Exceptional interpersonal, leadership, program management, and problem-solving abilities.
- Strong skills in briefing and technical writing.
- Proven capability to perform effectively in a fast-paced and energetic environment.
Responsibilities
- Provide essential support in creating acquisition plans for a major satellite initiative.
- Offer expert guidance to the Program Director, Program Managers, and Contracting Staff regarding acquisition strategies, contracting processes, budgeting, and project execution.
- Deliver specialized contracting support to technical staff working on Statements of Work (SOW) or data deliverable requirements for various pre-award and post-award procurement actions.
- Create and oversee documents and presentations to convey status updates, recommendations, and strategic approaches.
- Assist Contract Officer Technical Representatives (COTRs) and Developers by collaborating with other subject matter experts and program stakeholders to develop, amend, and uphold contract documentation.
- Aid in contract negotiations, price validation, administration, and termination processes.
- Compose technical evaluations and act as a consultant during source selections.
- Provide technical and programmatic evaluations of contractor designs and conduct milestone reviews to assess progress, risks, and the capability to meet mission objectives.
- Monitor and assess contractor performance to ensure compliance with contract stipulations and guarantee timely contract deliverable submissions.
- Review Contract Data Requirements List (CDRL) outputs for content accuracy and adequacy in meeting program goals.
- Participate in program review sessions and technical exchange meetings.
