Requirements
Must:
- Minimum of 8 years of progressive experience in a Business Data Analyst role or similar strategic position, emphasizing enterprise-level projects.
- Proven experience in successfully leading or significantly contributing to multiple large-scale digital transformation and business process reengineering initiatives.
- Expertise with the MITA (Medicaid Information Technology Architecture) framework, including its practical application in sophisticated system environments.
- Strong business modeling capabilities, proficient in methodologies and tools like Business Process Model and Notation (BPMN), Unified Modeling Language (UML), and ArchiMate.
- Superior analytical, problem-solving, and critical thinking skills, with a talent for breaking down complex issues and creating practical solutions.
- Excellent written and verbal communication, presentation, and interpersonal skills, adept at conveying intricate concepts clearly and persuasively to both technical and non-technical audiences at all levels.
- Strong negotiation, facilitation, and conflict resolution abilities.
- Bachelors degree in Business Administration, Information Technology, Computer Science, or a related field; Masters degree preferred.
- Demonstrated capability to collaborate effectively with both technical and non-technical teams on intricate business challenges.
- Proven ability to drive measurable enhancements in operational efficiency and service delivery.
- Deep understanding of enterprise architecture frameworks such as TOGAF.
- Experience in analyzing and assessing current business methodologies for improvement while demonstrating strong oral and written communication skills.
- Preferred experience working in a government or public sector environment.
- Preferred certifications like Certified Business Analysis Professional (CBAP), TOGAF, BPMN, or Lean Six Sigma Green or Black Belt.
- Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies is a plus.
- Preferred hands-on experience with Texas Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP).
Responsibilities
- Lead and drive large-scale digital transformation initiatives, pinpointing opportunities for innovation and crafting future-state business capabilities that utilize emerging technologies to meet organizational goals.
- Conduct thorough assessments of existing business processes, identifying inefficiencies and redesigning optimized, streamlined processes while overseeing the implementation of these reengineered processes to ensure smooth transitions and measurable enhancements in efficiency and service quality.
- Develop and maintain comprehensive business architecture documentation, including current and future state business process models, data models, capability models, value streams, and organizational structures, using various modeling tools to communicate complex business concepts effectively.
- Engage extensively with senior executives, business units, IT teams, and external partners to gather, analyze, and validate intricate business requirements, translating strategic objectives into actionable business and functional specifications that inform solution development.
- Serve as a vital liaison, facilitating clear communication between business stakeholders and technical teams, clarifying the business impact of technical decisions and the technical implications of business requirements.
