Requirements

Must:
- Recent experience in leading enterprise software implementations for local government land permitting, plan review, inspection, and code enforcement - At least five years of experience with commercial Community Development and Regulation software packages - Preferred active PMP certification - Experience as a Project Lead or PM within a Virginia state agency is a significant advantage - Proficient in implementing and maintaining local government Community Development and Regulation systems, particularly Cityworks Online PLL or Trimble Unity Permit software platforms - Strong mastery of project management methodologies, including PMI, Agile, and Six Sigma - Significant knowledge of project planning and scheduling tools, such as Microsoft Project - Exceptional verbal and written communication abilities, with expertise in setting and managing customer expectations - Advanced influencing and negotiation skills, even in resource-constrained environments - Solid understanding of local government processes related to land permitting, plan review, inspection, and code enforcement - Ability to lead large multi-department project teams to align CDR software with business requirements

Responsibilities

- Manage the implementation and maintenance of community development software systems - Lead diverse teams to achieve project objectives and ensure alignment with stakeholder requirements - Communicate effectively with stakeholders and team members regarding project expectations and status updates - Oversee project timelines, scope, and budgets, making adjustments as necessary - Resolve obstacles and ensure accountability among team members - Engage with stakeholders and clients to gather project requirements, objectives, and scope - Apply soft skills and people skills to foster a collaborative team environment - Develop and refine project plans using knowledge of the System Development Lifecycle - Ensure integration with work management tools, including calendaring, document management, and payment processing - Provide comprehensive support for decision-making by gathering and disseminating relevant information
