Requirements
Must:
- Over 10 years of experience in designing and implementing identity and security solutions using Microsoft technologies for enterprise or public sector clients
- Proven track record of successfully delivering and supporting large-scale migrations to O365 and Azure services
- Strong scripting and automation expertise (PowerShell, Logic Apps, Graph API)
- Proficient in Kusto Query Language (KQL)
- Deep knowledge of Workday, ServiceNow, Entra ID, Intune, and identity governance frameworks
- Demonstrated ability to interact effectively with both executive leaders and technical teams
- Experience with compliance standards such as HIPAA, MARS-E, and ARC-AMPE
- Familiarity with supporting GCC tenants
- Preferred: Current certifications in Microsoft Entra, Identity Governance, Azure, M365, and Security
- Preferred: Experience working with state government agencies, particularly in Medicaid

Responsibilities
- Lead the migration of DOMs on-premises Active Directory to Microsoft Entra ID as the primary identity source
- Design and uphold Zero Trust-based authentication and authorization models in accordance with CMS MARS-E (or ARCAMPE) requirements
- Manage and configure SAML, OAuth, and OIDC integrations for enterprise applications
- Implement enterprise application provisioning and SCIM-based integrations within Entra ID
- Enhance identity governance through Access Packages and Access Reviews
- Develop and maintain PowerShell scripts and Logic Apps for automating identity lifecycle operations (onboarding, transfer, and offboarding)
- Extend automation for seamless Workday-Entra ID integration
- Design and execute ServiceNow integration with Entra ID and Workday for full automation of access provisioning
- Establish monitoring, exception handling, and logging capabilities for lifecycle workflows
- Align device management strategies with Entra ID Conditional Access and security standards
- Ensure all identity and access functions comply with HIPAA, MARS-E, and ARC-AMPE frameworks
- Support the development and execution of policies related to identity governance and guest access control
- Counsel on least-privilege access models, entitlement reviews, and compliance documentation
- Collaborate with the Information Security and Compliance teams to guarantee audit readiness
- Provide architectural guidance for the ongoing migration to Microsoft 365 / Azure for email and file services
- Secure and configure enterprise applications to utilize Entra ID for authentication and authorization
- Conduct technical workshops and architectural sessions with DOM staff for skills transfer and sustainability
- Stay updated with Microsofts latest cloud identity and security best practices
