Requirements
Must:
- 8+ years of professional experience in software development as a Senior .NET Developer (GIS)
- Extensive background in creating enterprise web and backend solutions utilizing .NET, .NET Core, and C#
- Proficient in ASP.NET, ASP.NET MVC, ASP.NET Core
- Experience with PostgreSQL / PostGIS for GIS-enabled databases
- Skilled in developing RESTful APIs, microservices, and event-driven architectures
- Familiar with testing frameworks, particularly xUnit and NUnit (knowledge of Jasmine and Karma is a plus)
- Expertise in ORM technologies like Entity Framework and Dapper
- Knowledge of Esri ArcGIS solutions for mapping and location services
- Experience with Azure cloud services including Azure Functions, Azure Queue, Azure Storage, Azure Container Registry, and Key Vault
- Proficiency in HTML, CSS, and JavaScript (experience with jQuery and Bootstrap preferred)
- Recent experience with Angular 14 or higher
- Competent in using Visual Studio 2022 and VS Code
- Familiar with Azure DevOps and Git
- Understanding of responsive and mobile-first design principles
- Knowledge of design patterns and SOLID principles
- Awareness of digital accessibility standards and disability inclusion
- Familiarity with Section 508, ADA, and WCAG 2.1 AA requirements
- Experience in designing applications for multiple platforms (web, iOS, Android)
- Ability to apply WAI-ARIA authoring guidelines and accessibility best practices
- Skills in optimizing applications for accessibility features on supported platforms
- Capacity to develop digital products compliant with accessibility standards
- Strong collaboration and communication abilities
- Self-motivated with the capability to work effectively in a primarily remote setting
- Highly organized with a strong attention to detail
Responsibilities
- Design, develop, and maintain enterprise .NET applications and backend services focused on GIS and mapping capabilities
- Construct and integrate RESTful APIs, microservices, and event-driven components
- Develop and sustain web applications using Angular, HTML, CSS, and JavaScript
- Implement and maintain PostgreSQL/PostGIS data solutions to support spatial data and services
- Incorporate Esri ArcGIS technologies for mapping and location-based functionalities
- Establish automated testing processes using xUnit, NUnit, and preferred front-end testing frameworks
- Design and deploy cloud solutions leveraging Azure Functions, queues, storage, container registry, and Key Vault
- Uphold secure coding standards and modern design patterns across all solutions
- Ensure compliance of all digital products with accessibility standards (WCAG 2.1 AA, Section 508, ADA) and adherence to WAI-ARIA guidelines
- Integrate accessibility testing within the development lifecycle and outline the definition of done
- Utilize Azure DevOps and Git for CI/CD, source control, and collaborative development
- Engage in code reviews, technical design discussions, and cross-team collaboration
- Assist with in-person interview and onboarding processes in Harrisburg, PA as needed
- Meet PennDOT onboarding requirements, including PATCH check and secure-floor badge processing
