Requirements

Must:
- Proficient in Angular (preferably Angular 14 or newer) - Experience with responsive UI design using Bootstrap and Material Design libraries (optional) - Prior knowledge of jQuery is advantageous - Expertise in RESTful API development and GIS integrations - Familiarity with testing frameworks such as Jasmine, Karma, and jUnit - Competence in PostGIS-based data design for reporting layers and PostgreSQL or similar database systems - Familiarity with ArcGIS Online (AGOL) and the ArcGIS Extension plugin for WebEOC - Proficient in using VS Code, Eclipse, or Spring Tool Suite for development - Experience with Git or Azure Repos for version control - Knowledge of the Esri ArcGIS Maps API/SDK for JavaScript - Experience with tools such as ArcPro/ArcObjects, GeoEvent Processor, Velocity, Experience Builder, Survey123, and Field Maps - Administrative experience with ArcGIS Enterprise Server and ArcGIS Online/Hub/Community - Background in designing and developing geocodes and geoprocessing services - Familiarity with Esri ArcSDE and multi-user versioning methodologies - Understanding of linear referencing systems and methods, Esri Roads and Highways, Oracle Locator/Spatial - Knowledge of responsive design and mobile-first development principles - Familiarity with Design Patterns and SOLID principles - Understanding of digital accessibility and inclusion principles - Knowledge of regulations governing digital accessibility (e.g., Section 508, ADA) - Awareness of WCAG 2.1 AA standards - Experience in designing for various platforms (e.g., HTML, CSS, JavaScript, iOS, Android) - Understanding of WAI-ARIA authoring guidelines and best practices - Experience optimizing platform accessibility features (HTML, iOS, Android) - Knowledge of developing digital products in compliance with accessibility standards - Familiarity with integrating accessibility tests in the development workflow - Experience building digital products where accessibility compliance is a key deliverable

Responsibilities

- Collaborate with the Technical Lead and Application Architect on system design and development - Write, test, and document code to implement system features and enhancements using specified technologies - Integrate RESTful APIs and GIS solutions - Design and implement responsive user interfaces using Angular and related frameworks - Develop and utilize testing frameworks to ensure code quality - Create PostGIS-based data designs for various reporting layers - Employ version control tools for source management and team collaboration - Assist in the administration of ArcGIS Enterprise Server and online systems - Support the development of geocoding and geoprocessing services - Ensure compliance with accessibility standards throughout the development process - Participate in occasional in-person meetings and training sessions as required
