Requirements
Must:
- Bachelor’s degree in Information Systems, Computer Science, Business, Data Analytics, or a similar discipline.
- Over 7 years of experience as an IT Business Analyst for large-scale enterprise systems, ideally within Federal or grants management settings.
- Proven ability to gather and document intricate business and technical requirements.
- Experience in supporting data platforms, analytical solutions, or AI/ML-driven systems.
- Solid grasp of systems integration, cloud architectures, and contemporary digital platforms.
- Familiarity with agile, SAFe, or hybrid delivery approaches.
- Preferred: Experience with Federal grants management systems such as Grants.gov or GrantSolutions.
- Preferred: Practical involvement in AI, machine learning, RPA, or advanced analytics projects.
- Preferred: Understanding of data lakes, cloud providers (AWS, Azure, or GCP), and API architectures.
- Preferred: Knowledge of Federal IT regulations and guidelines (OMB, NIST, FITARA, Federal Data Strategy, Responsible AI policies).
- Preferred: CBAP, PMI-PBA, SAFe Agilist, or related certification.
Responsibilities
- Conduct thorough assessments of current grants business processes, systems, data flows, and integration points across various platforms.
- Identify inefficiencies, redundancies, scalability limitations, and areas ripe for automation and AI application.
- Analyze user journeys and stakeholder requirements for grant applicants, funding agencies, HHS partners, and system operators.
- Elicit, assess, and document business, functional, non-functional, data, and AI/ML requirements in line with DIS modernization goals.
- Formulate AI-enabled use cases encompassing predictive analytics, intelligent workflow automation, data reconciliation, anomaly detection, reporting enhancement, and generative AI applications.
- Transform business needs into coherent user stories, process models, data specifications, and acceptance criteria suitable for agile and hybrid methodologies.
- Collaborate with enterprise, business, and data & AI architects to validate that requirements align with cloud strategies and OneGrants Cloud design principles.
- Assist in developing data models, metadata standards, and data governance requirements while adhering to AI ethics and responsible AI protocols as per Federal guidelines.
- Ensure a clear connection between business outcomes, AI models, data sources, and system capabilities.
- Provide support to implementation teams by clarifying requirements, participating in backlog refinements, sprint planning, and design evaluations.
- Validate delivered solutions through user acceptance testing (UAT), data verification, and assessing AI model performance.
- Help with integration planning and requisite measures across modular, open, and interoperable systems.
