Requirements

Must:
- Masters degree in a relevant field, such as Statistics or Mathematics, with a minimum of 20 years of professional experience. - Strong comprehension of object-based intelligence (OBI) principles, workflows, and tradecraft standards. - Profound knowledge of both quantitative and qualitative research methodologies. - Exceptional analytical and critical thinking capabilities to interpret intricate data and derive meaningful insights. - Proven experience in advanced analytics, machine learning, and data integration techniques. - Familiarity with intelligence databases, analytical software, and tools. - Ability to work effectively with users and stakeholders throughout the product development lifecycle. - Flexibility to adapt to evolving situations for effective task prioritization. - Outstanding communication, analytical, and problem-solving abilities. - Doctorate in a relevant field, such as Statistics or Mathematics (preferred). - Intelligence Fundamentals Certification for All Source Analyst (preferred). - Awareness of government data standards and policies (e.g., IC, DoD), including ICD203 and Analytic Standards (preferred). - Experience within the customer environment is desirable.

Responsibilities

- Support the formulation of analytical strategies to address crucial intelligence inquiries tied to mission objectives. - Work with ambiguous data, break down core questions, propose methodologies, and develop structured data schemas for systematic observation and visualization. - Assess and analyze a diverse array of existing methods, models, and algorithms. - Retrieve, manipulate, relate, and exploit structured data sets from all accessible sources. - Utilize scripts and visual analytics tools along with Standard Operating Procedures (SOPs) for consistent and broadly applicable implementation. - Combine empirical or quantitative methods with data analysis to produce intelligence outcomes. - Assess the strengths and weaknesses of various analytical methodologies. - Design, develop, and uphold domain-specific ontologies for semantic representation of data inputs. - Enable integration of data sources and ensure interoperability. - Construct and maintain knowledge graphs using domain-specific ontologies. - Support advanced data querying, visualization, and integration of intelligence functions following OBI standards. - Apply semantic web standards (e.g., RDF, OWL, SPARQL) to knowledge model entities, relationships, and vocabulary while adhering to industry and government data standards. - Create processes for ontology version control, change management, and stakeholder governance review. - Maintain accuracy, consistency, and compliance with Intelligence Community (IC) and Department of Defense (DoD) policies and standards. - Collaborate with team members to enhance semantic data retrieval and reasoning across knowledge graphs by optimizing data queries using various protocols (e.g., GraphQL, SPARQL, SHACL, SQL). - Partner with team members to validate and refine automation efforts for ontologies and related components. - Ensure the semantic accuracy, relevance, and interoperability of existing knowledge modeling and knowledge graph capabilities. - Collaborate with team members to assess the effectiveness of automation efforts geared towards ontology generation using qualitative and quantitative metrics. - Contribute to capability development tasks by editing and storing ontologies and knowledge models in government-controlled version control repositories.
