Requirements
Must:
- Bachelors degree in management, computer science, astronomy, or a related discipline, or an equivalent blend of education and experience
- Minimum four years of relevant experience working as a Product Owner in a professional software development setting
- Active certification as an Advanced Certified Scrum Product Owner (A-CSPO) and/or Certified Scrum Professional - Product Owner (CSP-PO)
- Familiarity with software products that integrate hardware and software for mechanical infrastructure and controls
- Proficient in using Atlassian tools, particularly Jira and Confluence, for managing backlogs and team workflows
- Strong passion for Agile and Scrum methodologies, with a commitment to promoting continuous improvement across teams
- Proven ability to develop a clear product vision and roadmap that aligns with long-term organizational goals
- Expertise in prioritizing user stories based on value, technical dependencies, and stakeholder demands
- Proficient understanding of technical constraints and feasibility to communicate effectively with software developers
- Excellent interpersonal skills to establish and maintain productive relationships with diverse personalities
- Exceptional verbal and written communication skills, capable of engaging with software engineers, scientists, and senior management
- Authorization to work in the US is mandatory; international sponsorship is not available
Responsibilities
- Communicate and convey the product vision for technical telescope M&C software products to Agile development teams using the Scrum framework
- Collaborate with stakeholders to translate product requirements into user stories and acceptance criteria, while creating a well-defined and prioritized product backlog
- Prioritize product requirements and implement solutions that yield maximum value to stakeholders in alignment with the NRAO mission
- Serve as an intermediary between stakeholders and software development teams, identifying roadblocks and proposing actionable solutions
- Collect, document, and organize user feedback to continuously enhance the product roadmap and streamline processes, workflows, and development
- Oversee the development process to ensure requirements are efficiently executed within set timelines, including reviewing and accepting completed work
- Facilitate Agile activities such as sprint planning, backlog refinement, reviews, and retrospectives to foster continuous improvement within the team
- Assess emerging Agile methodologies and tools to improve team performance and delivery quality
- Ensure proactive compliance with NRAO and government safety policies in ones work environment
- Perform additional tasks as assigned

At the National Radio Astronomy Observatory (NRAO), we are proud to be a renowned research institution dedicated to the exploration of the universe. Our facilities, including the esteemed Very Large Array and the Green Bank Telescope, house some of the most advanced radio telescopes globally. We invite an experienced Agile Product Owner to join our Monitor & Control software group, where you will play a key role in overseeing software solutions that enhance our telescope operations. This position is based at one of our facilities located in Charlottesville, Socorro, Albuquerque, or Green Bank. We offer a competitive salary range between $79,000 and $120,000, depending on qualifications, and provide a comprehensive benefits package to support our employees and their families, ensuring a focus on well-being and professional growth.
