Requirements
Must:
- Active Top Secret security clearance
- Over 5 years of experience in program management, IT financial management, or federal/DoD budget execution
- Proficient in preparing and processing funding documentation like MIPRs, 7600B forms, and interagency agreements
- Familiarity with federal financial management regulations and DoD procurement processes
- Proven experience in managing multiple IT projects within set cost and schedule limits
- Background supporting senior leadership (e.g., CIO, Program Office, or equivalent)
- Strong grasp of budget formulation, execution tracking, and financial reporting
- Capable in project planning, schedule development, cost control, and risk management
- Knowledge of IT hardware and software lifecycle management and vendor coordination
- Excellent analytical skills with a keen eye for detail and quality control
- Effective communication skills with cross-functional stakeholders and ability to create executive-level reports and briefings
- Bachelors degree in Business Administration, Public Administration, Information Technology, Finance, Project Management, or a related field
- Preferred: Masters degree in relevant fields, PMP, CAPM, PgMP, DAWIA Certification, CGFM, ITIL Foundation or higher, CompTIA Project+, CISSP (for classified IT programs)
Responsibilities
- Oversee the preparation, review, and submission of all necessary funding documentation, including 7600B forms and MIPRs, ensuring 100% accuracy and timely submission per Unit guidelines
- Manage funding package submissions to the IT procurement intermediary office, preventing rejections due to mistakes or omissions
- Assist in the creation and delivery of the annual IT budget, including quarterly updates in collaboration with Program Control and IT leadership
- Prepare and submit Unfunded Requirements (UFRs) and Quad Charts to ensure transparency and accountability in IT financial management
- Act as the primary contact between the Program Control Office and the IT team, ensuring smooth communication and fulfillment of all data requests within five business days
- Provide program management assistance for critical IT initiatives as directed by the CIO, covering project planning, scheduling, budgeting, risk management, stakeholder coordination, and execution monitoring
- Ensure all assigned projects are completed on schedule and within the approved budget
- Aid in the lifecycle management of IT hardware and software assets, including maintaining a comprehensive inventory and identifying procurement needs
- Acquire vendor quotes within five business days after recognizing procurement requirements
- Regularly track and coordinate weekly with procurement vendors to monitor quote status, orders, and delivery timelines
- Maintain documentation ready for audits and guarantee financial and procurement traceability
