Requirements
Must:
- Active TS/SCI clearance
- Over 10 years of experience in federal or DoD contracting and acquisition support
- At least 3 years of direct support to a Navy organization with experience in pre/post award contract support for ACAT I/II to ACAT III/IV and AAPs, Projects, and Adaptive Acquisition Framework Pathways
- Strong understanding of the DoD acquisition life cycle and program office operations
- Expertise in FAR, DFARS, and NMCARS regulations and their application
- Demonstrated experience with enterprise IT, digital, or cybersecurity programs in a Navy or DoD context
- Proven capability to produce high-quality acquisition documentation such as SOW/PWS, IGCE, and acquisition plans
- Experience with various contract types, including FFP, CPFF, T&M, and IDIQ, and their applications
- Familiarity with funding execution and financial management in federal programs
- Strong analytical, problem-solving, and risk management skills
- Excellent communication abilities, both written and verbal, with experience presenting to senior leadership
- Capacity to handle multiple priorities in a dynamic, deadline-oriented environment
- Experience with acquisition and financial systems like Navy ERP, SPIDER, or similar tools
Responsibilities
- Lead the preparation and implementation of acquisition strategies and procurement documentation for PMW 120 programs
- Provide comprehensive life cycle contract support, encompassing pre-award, award, and post-award activities
- Develop, review, and enhance acquisition materials including Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), acquisition plans, and Justification & Approval (J&A) packages
- Ensure conformity with FAR, DFARS, NMCARS, and related Navy and DoD acquisition policies
- Collaborate with Contracting Officers, legal advisors, Contracting Officer Representatives (CORs), and technical teams to facilitate contract execution and resolve issues
- Support and/or lead source selection processes, including criteria development, proposal reviews, and documentation
- Monitor contractor performance, deliverables, funding execution, and modifications to align with program goals
- Offer recommendations on contract types, procurement strategies, and funding approaches
- Identify, evaluate, and manage contractual and programmatic risks while maintaining audit-ready documentation
- Track contract milestones, deliverables, and financial execution to assist in reporting, forecasting, and decision-making
