Requirements
Must:
- Bachelors degree in information technology or a related field
- 10-15 years of relevant professional experience
- Extensive experience in managing or participating in Agile software development projects
- Proven track record in software development and sustainment activities
- Expert knowledge of the software development life cycle (SDLC) and Agile methodologies
- Strong familiarity with Scaled Agile Framework (SAFe) methodologies
- Solid experience with architecture and design principles
- Well-versed in security requirements and compliance standards
- Demonstrated project management experience
- Practical experience with release management processes
- Strong capabilities in risk management
- Expertise in configuration management
- Proficient in Jira and other project management tools (e.g., MS Project)
- Skilled in MS Office suite (Word, Excel, PowerPoint, Outlook, Teams)
- Familiar with MS SharePoint and MS Visio
- Excellent written and verbal communication skills, capable of engaging succinctly with government clients
- Ability to produce work products that meet high professional standards with minimal guidance
- Competence in organizing and facilitating executive-level virtual meetings and summarizing results
- Strong organizational skills to manage workload effectively and meet deadlines without reminders
- Strong analytical skills with acute attention to detail
- Proficient in communication and stakeholder management skills
Responsibilities
- Oversee software development and sustainment efforts for designated products or technology solutions within the VA Product Line
- Manage all stages of the project lifecycle, from inception to completion
- Create and execute comprehensive project plans outlining scope, timeline, budget, resources, and risk management strategies
- Track project progress and proactively resolve any emerging issues or risks
- Implement risk management planning, monitoring, and analysis
- Act as the primary point of contact between the VA Product Line Manager, Product Managers, business customers, and third-party software developers
- Regularly engage with the VA Product Manager to address needs and reprioritize tasks
- Develop and maintain an extensive understanding of the project and its stakeholders
- Prepare and deliver regular updates on project status, risks, and outcomes to senior leadership
- Assist the government in drafting high-quality responses, including PowerPoint presentations, executive summaries, emails, white papers, and reports
- Track, analyze, and coordinate multiple development initiatives using PMI and CMMI principles
- Apply Scaled Agile Framework (SAFe) methodologies effectively
- Define project goals, deliverables, and success metrics in collaboration with stakeholders
- Facilitate planning sessions across teams to integrate development activities
- Assess project schedules and resource allocations, recommending necessary adjustments
- Oversee standard project management tasks related to the lifecycle of software products or services, including COTS, Low Code/No Code solutions, and custom-developed VA applications
- Supervise architecture and design efforts
- Contribute insights on testing strategies, plans, and scenarios
- Manage the development and implementation of security requirements
- Coordinate release management processes
- Participate in formal change and configuration management procedures to ensure compliance and identify configuration issues
- Provide change management support and configuration management assistance
- Lead requirements planning and management activities
- Offer strategic planning and analytical support
- Aid in federal budgeting, financial planning, and acquisition processes
- Evaluate resource cost estimates and offer input
- Carry out Jira administration tasks, managing requirements, work items, risks, and project documentation in designated Jira and Confluence repositories
- Compile and report product information into VA systems like PARS and VASI
- Maintain comprehensive documentation and data support, managing communications and action items
- Facilitate executive-level virtual meetings, including agenda preparation, minute-taking, and outcome tracking
- Support compliance with quantitative and qualitative SLAs, VA policies, and external regulations
- Ensure adherence to Section 508 requirements
- Conduct routine project reviews and audits to maintain compliance with best practices and organizational policies
- Identify avenues for process enhancements and implement best practices
- Stay informed on VA policies, industry developments, and advancements in program management and software development
- Research specific topics and propose solutions to governmental clients
- Collaborate as part of an integrated team, sharing knowledge, best practices, and information across the PMO Support Team
- Assist in coordinating and facilitating meetings, as well as onboarding and offboarding participants
- Proactively manage assignments to completion as per given instructions
- Perform related tasks as assigned by supervisor
