Requirements
Must:
- 10+ years of experience in Business Analysis, including requirements elicitation and documentation
- 10+ years of knowledge in Project Management frameworks and methodologies
- 10+ years supporting large-scale IT operations and enterprise systems
- 10+ years demonstrating ability to define and document all types of requirements (business, functional, system, regulatory)
- 10+ years producing clear, comprehensive, and regulatory-compliant documentation
- 10+ years ensuring the accuracy of system functionality documentation
- 10+ years of strong interpersonal abilities, including negotiation, stakeholder management, and conflict resolution across various organizational levels
- Bachelors degree in Business, Communications, Computer Science, MIS, or a related field
- Professional certification such as PMI-PBA or IIBA CBAP is preferred
- Experience working within a public health or government agency is a plus
Responsibilities
- Lead the comprehensive MIS requirements documentation initiative, including current-state system assessment
- Develop and oversee a project plan that encompasses business analysis, requirements gathering, and gap analysis in accordance with federal, state, and program regulations
- Convert existing system functions into well-defined, actionable system requirements
- Perform detailed gap analysis of system documentation relative to regulatory and operational necessities
- Mentor and guide assigned staff in analyzing intricate business and technical processes
- Conduct stakeholder workshops and facilitate requirements gathering sessions; ensure stakeholder review and formal approval
- Foster collaboration among technical teams and non-technical subject matter experts
- Track project milestones, monitor progress, identify risks or issues, and escalate to leadership when necessary
- Guarantee the accuracy, thoroughness, and compliance of documentation with regulatory standards
- Prepare solution options, risk assessments, and supportive analyses (cost/benefit, ROI, buy/build decisions)
- Provide consistent status updates and communicate effectively at the executive level
- Supervise daily business analysis activities with limited oversight and utilize independent judgment
