Requirements
Must:
- Bachelors degree in geographic information systems, computer science, transportation planning, or a similar field.
- At least three (3) years of GIS development experience, with one (1) to two (2) years specifically utilizing ArcGIS Enterprise 11.1 or newer.
- Proficient in:
- ArcGIS Experience Builder
- ArcGIS Dashboards
- ArcGIS Server and Portal (11.1)
- ArcGIS Pro for service publishing and geoprocessing
- ArcGIS API for JavaScript (v4.x)
- Python (ArcPy and ArcGIS API for Python)
- Demonstrated ability to manage ArcGIS Enterprise infrastructure, including federated servers, data stores, authentication processes, and user/content administration.
- Expertise in designing and developing applications for both internal enterprise users and the public.
- Comprehensive knowledge of federated ArcGIS Enterprise architecture, content governance, and security role configuration.
- Experience in a state or local department of transportation or a similar public sector environment is preferred.
- Familiarity with linear referencing systems, transportation asset management practices, and roadway network data is an advantage.
- Practical experience using DevOps tools and workflows is desirable.
- Relevant Esri Technical Certification (such as Enterprise Administration or Web Application Developer) or a GISP credential is a plus.
Responsibilities
- Design, develop, and implement custom web GIS applications using components of ArcGIS Enterprise 11.x, including:
- Portal for ArcGIS
- ArcGIS Server (federated)
- Experience Builder (Developer Edition and hosted)
- ArcGIS Dashboards
- Manage ArcGIS Enterprise infrastructure, including overseeing Portal, ArcGIS Server sites, hosting servers, data stores, user/role management, content governance, security configurations, and environmental monitoring.
- Develop interactive tools and applications to assist in programs such as:
- Roadway asset management and inventory tracking
- Maintenance activity oversight
- Traffic operations and incident mapping
- Project planning and visualization
- Create and maintain scalable, secure web services (map, feature, and geoprocessing) utilizing ArcGIS Server 11.x.
- Automate GIS workflows and service publishing via Python (ArcPy, ArcGIS API for Python) and scheduled tasks.
- Integrate GIS applications with enterprise data systems, including asset management, maintenance, and project databases.
- Customize and enhance applications using ArcGIS API for JavaScript (v4.x) and Experience Builder widgets.
- Collaborate with NDOT engineers, planners, analysts, cartographers, and IT teams to gather requirements and implement solutions effectively.
- Optimize spatial services and application performance, ensuring compliance with state IT and data governance standards.
- Monitor, maintain, and troubleshoot enterprise GIS environments, focusing on service performance, system health, and configuration across development, testing, and production stages.
- Document workflows, configurations, and provide technical support and training to end users.
- Stay updated on Esri advancements and new features in ArcGIS Enterprise 11.x for ongoing improvement.
