Requirements
Must:
- Masters degree in business, administration, computer science, management information systems, engineering, or a related field with 3-10 years of relevant experience.
- Active DOD SECRET clearance or higher.
- PMP certification held.
- Scrum Master certification obtained.
- At least 10 years of experience in program management, project management, product management, systems engineering, IT management, or business analysis, preferably in large DOD initiatives.
- Proven track record of managing intricate projects across various divisions and stakeholders.
- Demonstrated expertise in strategic planning and the successful implementation of complex programs.
- Proficient in identifying, defining, analyzing, prioritizing, and refining requirements, while effectively communicating milestones and visions to both the customer and technical teams.
- Experience in developing products at an enterprise level, managing extensive and complex stakeholder networks, as well as integrating with external systems.
- Skilled at collaborating with stakeholders to comprehend intricate business requirements and create a product vision and roadmap for incremental business value delivery.
- Capable of defining and deploying minimally viable products (MVPs) and capability releases (MVCRs) in alignment with DODI 5000.87, in concert with Release Management.
- Experienced in leading large-scale user experience (UX) research initiatives and applying UX and Human-Centered Design (HCD) principles into the product vision, roadmap, and backlog.
- Proficient in launching web application products into production through continuous delivery, while collaborating with strategic communications and change management teams to foster adoption.
- Experienced in mentoring and guiding a team of Product Owners across multiple teams to ensure the delivery of business value that aligns with the product vision.
- Competent in creating comprehensive reports and presentations for senior executives and critical stakeholders.
- Familiarity with developing products within an agile framework and utilizing an agile project management tool.
Responsibilities
- Manage and oversee contract program management activities in a fast-paced client environment on a daily basis.
- Collaborate with clients and stakeholders to drive achievements in Army logistics and enterprise IT strategy, policy, performance, and governance initiatives.
- Support the success of contract management, including developing the program team, fostering engagement, and ensuring quality delivery.
- Establish and maintain an effective operational cadence to ensure the highest quality of work products and deliverables that ensure client success.
- Collaborate with LMI corporate leadership and enterprise services to ensure program delivery meets established outcomes and objectives.
- Develop the product vision and roadmap, working closely with software development and product teams to provide value per the defined roadmap.
- Own the program-level product vision and roadmap, collaborating with stakeholders to create epics and features that inform team-level product roadmaps and backlogs.
- Prepare for and participate in Program Increment planning, managing, editing, and upkeeping the programs product backlog during execution.
- Provide leadership and coaching to individual Product Owners across a range of product teams to ensure the delivery of business value in accordance with the product vision.
- Collaborate with Technical Leadership and Release Management to ensure the continuous integration and continuous delivery (CI/CD) of functional software.
- Represent the customer by prioritizing trade-offs, clarifying requirements, and guiding features through acceptance in the agile software development lifecycle.
- Engage with both internal and external stakeholders, including senior staff and managers, to ensure successful translation of requirements into high-quality product deliverables.
- Maintain a registry of stakeholders, which includes end users, legacy system business owners, functional representatives/SMEs, and technical partners.
