Requirements

Must:
- Bachelors or Masters degree in Electrical Engineering, Systems Engineering, Applied Physics, or a similar technical field preferred - Over 5 years of experience in applied engineering, technology assessment, or systems development - Understanding of DHS or DOD acquisition processes, including Systems Engineering Life Cycle (SELC) and test planning - Strong analytical, communication, and technical writing abilities - Experience collaborating with technical and operational teams in mission-oriented settings - U.S. citizenship and capability to secure a CBP Background Investigation (BI) is mandatory; active CBP BI is preferred.

Responsibilities

- Utilize subject matter expertise to assess various border security technologies for informed investment decisions, testing, and evaluations to maintain operational relevance - Areas of focus may include surveillance systems, sensor networks, counter-UAS systems, mobile and fixed platforms, biometric solutions, non-intrusive inspection technologies, and environmental and infrastructure technologies - Analyze technical input from industry and government sources, including RFI responses, proposals, white papers, and contractor submissions - Plan and carry out technical demonstrations, field tests, and system evaluations, which involve data collection and performance analysis - Conduct structured assessments and capability reviews to identify and evaluate emerging technologies with potential mission relevance - Convert operational and mission requirements into technical specifications and actionable engineering guidance in collaboration with CBP stakeholders - Prepare technical reports, white papers, and briefings to aid in investment planning and acquisition strategies - Contribute to key program documents such as SELC tailoring plans, Systems Engineering Plans, Test and Evaluation Master Plans, and Integrated Master Schedules - Assist in the preparation of essential documentation including Statement of Objectives, Performance Work Statements, Interface Control Documents, Functional Requirements Documents, and Concepts of Operation - Collaborate with internal teams and external partners to monitor progress, address technical challenges, and facilitate informed decision-making throughout program execution.
