Requirements
Must:
- Must be able to obtain an active US Government Secret clearance or higher.
- Bachelors Degree with at least 9 years of relevant experience, or a Graduate Degree with a minimum of 7 years of experience.
- Strong business insight and proficient communication skills, both written and verbal.
- Experience in an engineering development/manufacturing environment.
- Previous management of large, intricate programs.
- Understanding of Government contracting and contract execution (e.g., FFP, CPFF, CPIF, T&M).
- Familiarity with DOD/MIL standards and military equipment qualification processes.
- Excellent computer skills, with strong knowledge of Microsoft Office Suite and Microsoft Project.
- Project Management Institute (PMI) Program Management Professional (PMP) Certification or progression towards certification.
- Experience with Earned Value Management (EVM) and Cost Performance Reports (CPR).
- Strong abilities in written/verbal communication and effective presentation.
- Must promote team collaboration by listening and engaging effectively.
- Knowledge of cybersecurity fundamentals.
- Willingness to travel as needed (approximately 20%).
Responsibilities
- Oversee the growth and execution of critical programs within the Cyber Systems division.
- Define milestones and monitor compliance with project plans and timelines; identify issues and determine solutions, including resource allocation and contractual adjustments.
- Drive business acquisition and expand our product offerings with clients.
- Develop design concepts and criteria for product research, development, integration, and testing.
- Serve as the primary liaison for clients regarding program activities, leading review sessions to discuss costs, schedules, and technical performance.
- Coordinate the creation of proposals, business plans, Statements of Work (SOW), and specifications, alongside operating budgets and contractual conditions.
- Participate in negotiations for contracts and modifications.
- Ensure program execution meets essential business and financial targets for orders, revenue, operating income, and cash flow.
- Lead complex development and production programs, including Systems, Software, Electrical & Mechanical Hardware, VHDL, and ASIC Engineering development, as well as system qualification and NSA certification.
- Manage overall program financials, timelines, and technical performance, including all reporting to management and clients.
- Cultivate effective client relationships and ensure overall customer satisfaction during program execution and business acquisition.
- Direct efforts of team members from technical, manufacturing, and administrative areas on assigned programs.
