Requirements

Must:
- Bachelors degree in Computer Science or equivalent experience - At least 10 years of IT experience - Minimum of 8 years in a project manager role, overseeing projects from conception to completion within budget and on schedule - A minimum of 5 years of substantial hands-on experience managing large-scale, enterprise-wide IT projects - Experience in preparing project documentation such as detailed requirements and status reports - Proficiency in JIRA or other project management tools - Advanced competency in MS Office applications including Excel, Word, Visio, Outlook, SharePoint, and PowerPoint - Proven expertise in managing the implementation and deployment of large-scale enterprise projects - Familiarity with Agile and Waterfall project management methodologies - Hold Project Management Professional (PMP) Certification, Certified Scrum Master (CSM), or similar accreditation is highly favorable - Experience in delivering AI-related projects is desirable - Strong capacity to establish and maintain effective relationships with stakeholders, management, end users, project team members, and vendors - Significant cross-functional leadership experience in a matrixed environment - Ability to communicate technical concepts clearly to both technical and non-technical personnel - Demonstrated capability to conduct detailed planning and perform risk assessments, developing risk mitigation strategies - Excellent verbal and written communication skills with the ability to drive results from cross-functional teams - Proficiency in conducting productive meetings - Proven strong project management skills across multiple timelines concurrently - Solid understanding of governmental security standards and regulatory requirements

Responsibilities

- Collaborate with IT and stakeholders to create effective project plans, including tasks, milestones, and activities - Review architectural documents, manage system dependencies, and work closely with technical teams to ensure scalable and resilient solutions - Coordinate and oversee tasks among project teams and Chief Technology Office resources - Manage multiple project activities to ensure compliance with project plans and objectives - Regularly communicate project status and risks to the Project Management team and stakeholders - Partner with agency leaders to establish and maintain ongoing release schedules - Assist in defining project objectives and strategizing with key stakeholders - Deliver outcomes according to specified timelines, deliverables, dependencies, and technical specifications - Collaborate with Project Managers to create detailed plans, work breakdown structures, checklists, and budgets to align with timeframes, funding, and staffing - Develop and execute comprehensive plans for quality control, risk management, change management, testing, and related areas - Monitor workstream scope and oversee change control processes - Ensure work aligns with industry and internal standards, guidelines, and practices - Create and implement remediation plans, maintaining communication with external stakeholders and internal partners to resolve issues - Generate and maintain reports to effectively track project status - Adhere to Commonwealth policies and procedures regarding project management methodology and quality assurance standards
