Requirements

Must:
- Bachelors degree in Economics, Finance, Business Administration, or a related field - Over 5 years of relevant experience in financial cost analysis and proposal preparation, ideally in a DoD contracting environment - Proficient in Microsoft Office Suite applications - Strong independence, interpersonal skills, problem-solving abilities, and analytical reasoning - Familiar with various financial reporting software and keen to learn new systems - Capability to prioritize and manage multiple projects effectively in a dynamic setting - Excellent written and verbal communication skills for effective interaction with staff, government sponsors, and management - Able to obtain an Interim Secret security clearance before starting and ultimately a Secret level clearance, requiring U.S. citizenship - Preferred: Knowledge of Federal Acquisition Regulation, Cost Accounting Standards, and federal pricing activities - Preferred: Proficiency with data analytics and visualization tools (e.g., Power BI, Denodo, SQL) and APL business systems (e.g., ADDIT, Oracle EPM)

Responsibilities

- Manage and analyze program funding, task planning, and financial reporting requirements - Prepare responses for proposals related to IDIQ contracts, grants, and industry solicitations - Lead and support the Programs Financial Services Section of the AB2 Group - Engage in lab-wide committees, participate in team meetings, and maintain effective communication - Collaborate with Sector, Mission, Program Area, and Project Managers to identify financial risks while managing the organizations financial and business goals - Perform finance-related tasks for the Air & Missile Defense Sector Program, ensuring compliance with contract obligations - Generate financial analyses to forecast and identify funding and performance risks - Analyze program plans against actuals to ensure data alignment with funding projections - Draft financial reports to support contract requirements, sponsors, and Program Managers - Assist in planning and executing sponsor reviews and milestone meetings with government sponsors - Support the development and management of resource and procurement planning activities - Conduct quality and peer reviews on financial and program-related documents - Address contractual and funding issues, engage stakeholders on risks and priorities - Seek innovations to improve quality, customer service, and business processes - Develop business support documents including proposals, sub-certifications, and cost impact statements - Coordinate with Program & Project Managers on sponsor information and funding accuracy, contract alignment, and resource requirements - Prepare cost estimates and collaborate with procurement for material and subcontract costs - Assist Program Managers in responding to Requests for Proposals (RFPs) and other solicitations
