Requirements
Must:
- Minimum of 5 years in technical or strategic product management
- Proven experience in effectively communicating with non-technical stakeholders and fostering capacity building in staff unfamiliar with agile methodologies and user-centered design
- Strong background in leading or overseeing complex technical products that include legacy systems and intricate data structures
- Experience in guiding cross-functional teams within government environments
- Exceptional verbal, written, and visual communication abilities
- Proactive approach to action and delivery
- Strong skills in facilitation and managing teams
- Experience in managing vendor relationships and coordinating with multiple vendors
- Background in delivering technology solutions within Health and Human Services or Benefits Delivery, particularly for federally funded programs such as SNAP, Medicaid, TANF, or Unemployment Insurance
Responsibilities
- Collaborate with stakeholders to develop and refine a product roadmap for the HR1 initiative
- Execute necessary changes to meet HR1 requirements and manage digital products that connect millions to essential health and human services
- Drive the strategic vision for the product, identifying key milestones aligned with program objectives
- Facilitate the gathering of business, functional, and systems requirements through various tools and techniques during project planning and change management
- Define and ensure success measures for technical solutions in line with program strategies
- Lead cross-functional project teams to identify problems, assess opportunities, and execute project implementation plans
- Serve as a liaison between business and IT teams, including vendor partners
- Collaborate with design, technology, and data teams to oversee the product development lifecycle
- Stay informed on policy and administration goals to translate them into impactful digital product solutions
- Develop and revise policies and procedures to enhance quality, efficiency, and cost-effectiveness
- Synthesize research findings into actionable recommendations for presentations to team and executive audiences
- Utilize user research and analytics to inform product decisions and establish priorities
