Requirements
Must:
- Advanced capability level consistent with the NICE framework roles, demonstrating the ability, knowledge, and skills to perform all core ICAM tasks.
- Proven, recent experience supporting cybersecurity or ICAM initiatives within a U.S. Federal Government agency (mandatory).
- Bachelors degree from an accredited institution or equivalent professional experience.
- Over 5 years of experience in implementing and supporting ICAM, IAM, or identity security solutions.
- Experience in designing and deploying identity platforms such as Okta, SailPoint, Ping Identity, ForgeRock, or Microsoft Entra ID (Azure AD).
- Familiarity with authentication and federation protocols including SAML, OAuth, OIDC, and multi-factor authentication (MFA).
- Demonstrated expertise in cloud security and guiding the secure deployment of identity services in AWS and/or Azure environments.
- Strong comprehension of Zero Trust principles and identity-centric security architectures.
- Experience collaborating directly with federal stakeholders and mission owners.
- Excellent analytical, communication, and documentation skills.
Responsibilities
- Design, develop, implement, and assess ICAM capabilities and identity security controls throughout the system development life cycle.
- Create and manage identity architectures that support authentication, authorization, and access control in line with mission and security requirements.
- Work alongside application, infrastructure, and engineering teams to embed ICAM solutions into system and cloud architectures.
- Assist in the selection, implementation, maintenance, and enhancement of identity and access management tools and technologies.
- Guide and support the secure deployment of identity services within cloud environments (AWS, Azure).
- Implement and oversee identity solutions, including single sign-on (SSO), federation (SAML, OAuth, OIDC), and multi-factor authentication (MFA).
- Aid in the management of Privileged Access Management (PAM) and identity governance capabilities.
- Ensure ICAM solutions comply with federal cybersecurity policies, standards, and best practices (e.g., NIST, OMB, Zero Trust).
- Provide technical guidance and recommendations regarding identity architecture, access control design, and security deployment.
- Support system security assessments, authorization (A&A) activities, and compliance efforts related to identity systems.
- Document ICAM architectures, configurations, and processes to meet operational and compliance requirements.
