Requirements

Must:
- Bachelors degree in Computer Science, Software Engineering, or a related technical field. - A minimum of 6 years of relevant experience in enterprise application support or development, specifically with platforms such as ServiceNow and SharePoint. - Profound understanding of ServiceNow platform architecture and workflow design, including form configuration and custom workflow creation using Flow Designer. - Significant experience with core technologies: AngularJS, .NET, SQL, HTML, CSS, JavaScript, and C#. - Demonstrated ability to apply secure coding standards, including effective input validation and proper authentication and authorization mechanisms. - Expertise in designing and implementing comprehensive testing strategies covering unit, integration, system, performance, and security tests. - Familiarity with Department of War security mandates, particularly Zero Trust Strategy and NIST 800-53. - In-depth knowledge of modern software engineering methodologies, such as SRE, Agile, DevSecOps, and CI/CD, along with deployment techniques to minimize downtime.

Responsibilities

- Provide technical leadership and oversight to the ServiceNow and Microsoft development teams by establishing coding standards, conducting code reviews, and designing solutions that fulfill business requirements and adhere to architectural best practices. - Assess, analyze, and convert legacy business workflows to fit ServiceNows functionality and best practices. - Collaborate closely with business units to transition features from legacy applications to ServiceNow, ensuring the retention of essential business logic and requirements. - Identify gaps in the current ServiceNow setup and recommend improvements or customizations to optimize workflow and user experience. - Oversee the entire Software Development Life Cycle (SDLC), which encompasses requirements gathering, design, development, testing, deployment, maintenance, and upgrades for the Governments global application suite. - Establish and maintain automated CI/CD pipelines that integrate builds, unit testing, SAST/DAST scans, and code quality audits to ensure secure and swift delivery. - Lead the development activities utilizing a tech stack that includes ServiceNow, SharePoint, AngularJS, .NET, SQL, HTML, CSS, JavaScript, and C#, ensuring compliance with approved frameworks. - Implement Zero Trust principles throughout the application lifecycle, focusing on least privilege access, micro-segmentation, continuous authentication, and identity verification. - Ensure all software releases adhere to strict quality standards, achieving a minimum of 95% static code quality pass rates and 80% unit test coverage for crucial services. - Supervise the resolution of vulnerabilities based on their severity, ensuring issues are addressed within required timelines specified by the Government. - Create and maintain detailed architecture and design documentation that ensures traceability from requirements to design, testing, and final deliverables. - Equip applications with appropriate telemetry, logging, and Application Performance Monitoring (APM) tools to guarantee operational visibility and high availability.
