Requirements
Must:
- Bachelors degree with 12 years of relevant experience or commensurate expertise
- 12 years of direct software engineering and system design experience, including a minimum of 3 years in architecture or leadership roles
- Demonstrated track record of delivering secure, scalable applications within FedRAMP High cloud environments
- In-depth technical knowledge of AI-driven data extraction, metadata verification, and secure document management
- Strong understanding of submission formats, business rule schemas, and structured data packaging (XML, JSON)
- Experience with continuous integration (CI/CD), automated testing frameworks, and quality assurance protocols
- Excellent leadership and cross-departmental coordination capabilities, with the ability to convert program requirements into reliable, user-centered tools
- Preferred experience with cloud platforms such as AWS GovCloud, Azure Government, or GCP Assured Workloads
- Familiarity with DevOps tools like Terraform, GitHub Actions/GitLab CI, Docker, Kubernetes, and SonarQube
- Proficient in programming languages such as Python, Java, or Node.js
- Experience with frameworks like FastAPI, Spring Boot, or React
- Knowledge of AI/ML technologies, including integration with Textract, Form Recognizer, or custom OCR pipelines
- Understanding of security protocols like STIGs, SCAP, OpenSCAP, Nessus, and continual FedRAMP monitoring
- Familiarity with IRS MeF or other IRS tax systems is highly desired
- Must have the capability to obtain and maintain IRS clearance
Responsibilities
- Assist the development lead/solution architect in managing an enterprise-grade platform for a complex federal digitalization initiative
- Lead the creation of tools for intake inventory tracking, document ingestion, metadata validation, submission preparation, and reporting
- Ensure solutions fulfill FedRAMP High standards while facilitating automated testing and daily builds
- Enable both manual and AI-assisted data capture that adheres to established schemas and business rules
- Architect and direct the development of an integrated suite of tools for document intake, metadata capture, verification, and submission
- Design and implement an Inventory Management System for tracking physical submissions at intake sites
- Construct scalable ingestion pipelines for scanned images, incorporating SLA-based prioritization and metadata validation workflows
- Develop interfaces for manual metadata input and AI/ML-assisted extraction, guaranteeing compliance with IRS schemas
- Create and administer validation services based on client-defined business rules, including clear error notifications and override options
- Ensure systems support 10% human quality assurance review of PDFs against extracted metadata, maintaining auditable trails
- Integrate with client or third-party platforms for secure and compliant digital submission, managing schema packaging, transmission, and response handling
- Operate all systems within FedRAMP High-certified cloud environments, ensuring ongoing compliance
- Implement and oversee daily CI/CD pipelines with automated unit, integration, and regression testing
- Maintain comprehensive auditing, access controls, and proactive vulnerability mitigation processes
- Facilitate technical reviews, documentation, sprint planning, and architecture checkpoints
