Requirements

Must:
- Bachelors degree in Computer Science or a related discipline - Over 10 years of experience in cybersecurity, with a minimum of four years in continuous monitoring - 10+ years of proficiency with NIST 800-37, encompassing a subset or all steps of the Risk Management Framework - At least 8 years of project management experience, leading cross-functional teams to fulfill mission requirements - 8 years assessing security controls in line with NIST 800-53 and supporting Federal Government evaluations - 5+ years experience with NIST SP 800-53, 800-37, DHS 4300A/B - 5+ years working with FISMA metrics and security compliance - Over 3 years applying Agile methodologies in project management - At least 3 years as an Information System Security Officer (ISSO) for Federal government, developing security documentation for the Risk Management Framework - 3+ years designing and implementing GRC solutions with workflow management capabilities - Minimum 2 years using tools like Excel, Power BI, Tableau, Splunk, or Elastic for visualizations - 2+ years familiarity with FISMA compliance tools and DHS FISMA Scorecard Metrics - 2+ years managing POA&Ms from initiation to closure with realistic mitigation plans - 2+ years creating and maintaining cybersecurity policies for Federal Agencies, particularly DHS - 2+ years with FedRAMP and its compliance criteria - 2+ years with CSAM - 2+ years using SQL and scripting for data automation processes - Understanding of DHS Cybersecurity Acquisition Lifecycle Framework (ALF) - 2+ years managing responses to internal/external audits from OIG, GAO, OMB - 2+ years with emerging technologies, including Machine Learning and AI, to recommend automation strategies - 2+ years experience working with DHS HQ or Component level - Possession of one certification from PMP, GISP, CISM, or CISSP - Ability to hold an active Secret Clearance

Responsibilities

- Utilize agile methodologies to plan, organize, assign, report on, and direct projects related to the clients FISMA metrics reporting requirements - Supervise the complete lifecycle of FISMA metrics reporting, ensuring precision, promptness, and compliance with OMB and DHS standards - Direct and perform data extraction, transformation, and analysis - Create trend reports, scorecards, and high-level summaries - Develop and implement GRC solutions, including managing related workflows - Offer insights into the clients automation strategy, recommending tools and process enhancements for increased efficiency - Lead cross-functional teams in gathering, validating, and analyzing cybersecurity performance data - Design and manage dashboards and visualizations for executive leadership showing trends and compliance status - Convert complex cybersecurity data into actionable recommendations for decision-makers - Ensure reporting processes adapt to changing federal mandates - Provide strategic suggestions to enhance data quality, automation, and reporting efficiency - Act as the primary liaison between CISOD and DHS components for coordinating FISMA metrics - Conduct training sessions and create documentation for standardized reporting practices across teams
