Requirements

Must:
- Bachelors degree in Finance, Accounting, Economics, Business Administration, Public Administration, or a related field required - Minimum 7+ years of experience in financial analysis and budget management within federal government environments - At least 4 years of direct involvement with federal budget formulation, execution, and CPIC processes - Minimum 3 years of experience overseeing IT budgets or managing technology investments - Proven track record managing budgets exceeding $25M with diverse funding sources and appropriations - Strong experience preparing financial reports, briefings, and presentations for senior leadership - Familiarity with federal financial regulations, OMB guidance, and audit obligations - Advanced proficiency in Microsoft Excel and financial modeling - Excellent written and oral communication skills to produce reports and brief senior officials - Strong attention to detail to ensure accuracy in financial analysis and reporting under strict deadlines - Experience coordinating budget activities across various organizational units and stakeholders Preferred Qualifications: - CPA, CFA, or federal financial management certifications - Previous federal experience with the customer, HHS, or similar agencies managing large IT budgets - Advanced knowledge of Capital Planning and Investment Control processes and IT portfolio management - Experience with federal budget systems, financial management systems, and reporting tools - Understanding of federal acquisition processes and budget support for procurement activities - Experience with advanced financial modeling, forecasting, and predictive analytics - Proficiency in business intelligence tools for financial reporting and dashboard development - Experience supporting budget processes during organizational changes and restructuring - Masters degree in Finance, Accounting, Public Administration, or related field

Responsibilities

- Develop and present annual budget formulation documents in collaboration with ACF Tech leadership and agency budget staff - Ensure 100% timely submission of annual and multi-year IT budget plans aligned with ACF Tech and agency priorities - Provide strategic recommendations for the Capital Planning and Investment Control (CPIC) process using data-driven insights - Coordinate with agency and federal personnel on budget formulation and execution processes - Start preparation of budget formulation materials typically between February and April each year - Create General Terms and Conditions (GT&C) and 7600 A&B forms accounting for historical volumes - Track and monitor the execution of an annual IT budget exceeding $90M - Maintain current tracking of budget execution with 100% monthly reporting compliance - Manage budget change requests including p-card transactions - Process requisition and order submissions with peak activity during Q3-4 - Monitor Shared Services Fund (SSF) invoice payments monthly with peak periods from February to September - Conduct budget-related information requests from ACF Tech leadership and OMB - Ensure 98% accuracy in budget data and reports submitted to leadership - Facilitate financial performance trend analysis for budget optimization - Support data call responses including Budget Data Requests and CPIC submissions - Collaborate closely with ACF Tech leadership and agency staff on budget-related issues - Provide financial briefings and presentations to senior management and oversight bodies - Ensure compliance with federal financial management regulations and maintain comprehensive documentation of budget decisions
