Requirements
Must:
- Proficiency in systems for establishing, collecting, and reporting work performance data
- Understanding of maintenance management processes and metrics related to Nuclear Ship ROHs and RCOHs
- Familiarity with roles and responsibilities of Functional Area Planner in RCOH and ROH planning
- Experience with Submarine Maintenance Availabilities and integration of Nuclear Alterations
- Knowledge of Supervisor Shipbuilding authorities and oversight protocols
- Expertise in financial budgeting, estimating, accounting, and cost control processes
- At least 5 years of experience in technical evaluation, estimation, and cost validation in shipyard construction and maintenance for submarines or aircraft carriers, including contract oversight and Earned Value Management (EVM)
- A minimum of 5 years experience with nuclear and non-nuclear system maintenance planning/execution
- Proven track record in establishing actionable cost data systems and reporting metrics for submarine and aircraft carrier projects
- Minimum of 5 years experience with NAVSEA 08, NAVSEA 04, Supervisor of Shipbuilding, and shipyard regulations
- Strong oral and written communication skills, including the ability to prioritize tasks among various organizations
- Experience in an industrial setting, specifically with nuclear shipbuilding programs (both surface and submarine)
- Competence in Microsoft Word, Excel, Outlook, and PowerPoint
- Willingness to potentially work unusual hours, including nights and weekends if necessary
- Bachelors degree in architecture, engineering, or a relevant field
Responsibilities
- Coordinate and manage operational aspects of ongoing projects to support Naval Sea Systems Command (NAVSEA) 08
- Monitor shipbuilding and repair activities, liaising with local offices and reporting to Naval Reactors (NR) - 08H
- Engage in-person on labor resource and facility allocation to confirm progress against budget
- Identify labor resource shortfalls through site visits compared to Labor Resource Management plans
- Confirm processes for placing purchase orders for critical materials and address supply chain issues with the shipyard
- Oversee supplier development investments and related initiatives on-site
- Assist in creating contract change documents for NR actions, including gathering data and preparing correspondence
- Attend contract change meetings between the Government and shipyards to ensure timely adjudication of NR changes
- Review project statuses, manage schedules, and prepare status reports
- Develop and implement resolutions for project issues ensuring productivity and quality objectives are met
- Conduct contract compliance reviews to ensure quality program requirements are met
- Prepare written reports and correspondence detailing assignment outcomes
- Analyze contractor-generated data and reports for compliance and performance
- Assemble cost report data for independent analyses of expenditure trends
- Liaise with SUPSHIP to validate compliance with NAVSEA 08 acquisition guidance
- Understand availability work packages and construction sequences to support Naval Nuclear Propulsion Program needs
