Requirements

Must:
- Systems used for establishing, collecting, and reporting work performance information (Cost Data Sheets, Availability Work Packages, Ships Work Line-Item Number) - Understanding of maintenance processes, management processes, and project metrics related to Nuclear Ship ROHs and RCOHs, including maintenance availability change control and work process prioritization - Knowledge of the roles and responsibilities of functional area planners for RCOH and ROH planning - Familiarity with submarine maintenance availabilities and experience in integrating and executing Nuclear Alterations within these availabilities - Awareness of Supervisor Shipbuilding authorities and oversight procedures - Proficiency in financial budgeting, estimating, accounting, and cost control regulations, processes, and execution systems - At least 5 years of experience in technical evaluation, estimation, and cost validation of shipyard construction and maintenance for submarines or aircraft carriers, including contract performance management and oversight, cost analysis, and Earned Value Management (EVM) - A minimum of 5 years of experience in nuclear and non-nuclear system maintenance planning/execution for submarines or aircraft carriers during overhaul, refueling, and servicing, or construction experience of submarines or aircraft carriers - Proven success in creating actionable cost data sheets, reporting systems, and metrics to ensure cost and schedule performance for submarine and aircraft carrier construction and maintenance availabilities - A minimum of 5 years of experience with regulations, policies, and organizational interfaces (NAVSEA 08, NAVSEA 04, Supervisor of Shipbuilding, and shipyards) governing NR work - Documented ability in oral and written communications, emphasizing the skill to communicate and determine work prioritization across various organizations and levels - Experience working in an industrial setting, particularly related to the construction of nuclear-capable shipbuilding programs (surface or submarine) - Excellent verbal and written communication abilities - Proficient in Microsoft Word, Excel, Outlook, and PowerPoint - This role may require working uncommon hours, including nights, weekends, and holidays to fulfill mission objectives (overtime or night differential pay and/or unusual duty hours may be required).

Responsibilities

- Review project statuses and budgets; manage schedules and create status reports - Identify project issues and develop solutions to meet productivity, quality, and client satisfaction objectives - Plan and conduct contract reviews to determine quality program requirements and assess contractor procedures, practices, instructions, and directives - Evaluate contracts for compliance, completeness, adequacy, practicality, and potential conflicts - Participate in meetings, briefings, and conferences as assigned, while preparing cost performance analysis reports for NAVSEA 08; offer deck plate support for all Naval Nuclear Propulsion Program (NNPP) CVN/Submarine waterfront acquisition matters - Draft written reports, memoranda, and correspondence summarizing assignment results; present findings and engage in discussions regarding technical and quality issues - Analyze and assess contractor-generated data and reports - Provide analytical reports, data, and recommendations to assist the Government in addressing significant cost issues related to contracts, and prepare comprehensive cost performance report analyses - Collect relevant supporting technical and financial data, creating responses for FMR and NOC letters; collaborate with NR program and technical personnel for review - Compile cost report data from both contractor and government sources and conduct independent analyses to assess incremental and long-term cost expenditure trends - Conduct periodic cost report analysis and work progression monitoring related to cost reporting - Examine material ordering practices and performance (timely order placement, bundling of procurements, incentives to improve shipyard subcontractor behavior) - Collaborate with SUPSHIP to ensure compliance with NAVSEA 08 acquisition guidance and verify Earned Value Management (EVM) metrics - Be knowledgeable about availability work packages and construction sequences to effectively support the needs of the Naval Nuclear Propulsion Program.
