Requirements
Must:
- Proven experience with systems for establishing, gathering, and reporting work performance data (such as Cost Data Sheets and Availability Work Packages)
- Familiarity with maintenance procedures, management processes, and project metrics related to Nuclear Ship ROHs and RCOHs, including change control and work process prioritization
- Understanding of Functional Area Planner roles and responsibilities for RCOH and ROH planning
- Experience in Submarine Maintenance Availabilities and integration of Nuclear Alterations
- Knowledge of Supervisor Shipbuilding authorities and oversight practices
- Expertise in financial budgeting, estimating, accounting, and cost control regulations and execution systems
- At least 5 years of experience in technical evaluation, estimation, and cost validation for shipyard construction and maintenance of submarines or aircraft carriers, alongside contract performance oversight, cost analysis, and Earned Value Management (EVM)
- Minimum of 5 years of experience in nuclear and non-nuclear system maintenance planning/execution for submarines or aircraft carriers during overhaul and refueling, with experience in submarine construction
- Proven ability in creating actionable cost data sheets and reporting systems to monitor construction and maintenance performance for submarines and aircraft carriers
- Minimum of 5 years experience with regulations, policies, and organizational interfaces like NAVSEA 08, NAVSEA 04, and shipyards governing NR work
- Exceptional oral and written communication skills, with expertise in prioritizing work across multiple organizations at all levels
- Experience in an industrial setting, especially within nuclear-capable shipbuilding programs (surface or submarine)
- Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint
- Flexibility to work uncommon hours, including nights, weekends, and holidays to fulfill mission requirements
Responsibilities
- Oversee and evaluate the status of projects and budgets, manage schedules, and prepare comprehensive status reports
- Identify project challenges and develop effective solutions to achieve productivity, quality, and client satisfaction objectives
- Organize and perform contract reviews to assess quality program requirements and contractor procedures
- Conduct compliance reviews for contracts to ensure completeness, adequacy, and conflict resolution
- Participate in meetings, briefings, and conferences as required, and prepare cost performance analysis reports for NAVSEA 08
- Support all Naval Nuclear Propulsion Program (NNPP) CVN/Submarine waterfront acquisition matters
- Draft written reports, memos, and correspondence detailing project outcomes, and deliver oral presentations on technical and quality issues
- Assess contractor-generated data and reports for analysis and evaluation
- Provide analytical reports, data, and recommendations to inform the Governments decisions on significant contract cost issues and prepare relevant cost performance report analyses
- Gather necessary technical and financial data to respond to FMR and NOC letters and facilitate reviews
- Collect cost report data from contractors and government, generating independent analyses to identify cost trends
- Execute cost report analysis and monitor work progression towards cost reporting
- Review material ordering practices to ensure on-time placement and optimize procurement process
- Collaborate with SUPSHIP to ensure adherence to NAVSEA 08 acquisition standards and validate Earned Value Management (EVM) metrics
- Maintain knowledge of available work packages and construction sequences to assist the Naval Nuclear Propulsion Program
