Requirements
Must:
- Extensive experience in relational database design for complex regulatory systems (RCRA and UIC preferred)
- Proven ability to design schemas for multi-module enterprise applications
- Advanced knowledge of data normalization, indexing, and query optimization
- Hands-on practice in implementing audit trails, change history, and archival strategies
- Expertise in defining data validation rules, constraints, and business logic at the database level
- Experience in designing migration-ready and future-proof schemas
- Strong proficiency in creating stored procedures, triggers, and ETL workflows
- Familiarity with SQL Server and/or PostgreSQL
- Proficient in using SSIS or equivalent ETL tools
- Skilled in T-SQL and/or PL/pgSQL
- Knowledge of advanced indexing strategies and performance tuning techniques
- Experience with RCRAInfo, environmental compliance systems, or regulatory data platforms is a plus
- Understanding of public sector or government data systems is beneficial
- Awareness of data retention, records management, and compliance standards is preferred
- Experience in supporting large-scale data modernization or system migration initiatives is advantageous
- Strong analytical, problem-solving, and communication skills are essential
- Ability to operate autonomously in a complex, multi-stakeholder environment is required
- Meticulous attention to detail and dedication to data quality and accuracy is crucial
- Excellent documentation and communication skills are necessary
- Demonstrated capability in balancing performance, compliance, and maintainability is important
Responsibilities
- Oversee the design and execution of relational database schemas that support RCRA and UIC master data domains, ensuring accuracy and extensibility
- Architect and sustain schemas that facilitate integration and data interoperability across all eight RCRAInfo functional modules
- Employ advanced data normalization techniques while balancing performance and reporting requirements
- Develop migration-ready schemas for future system modernization and platform upgrades
- Establish and enforce data validation rules, referential integrity constraints, and business logic within the database
- Implement comprehensive audit trails and change history mechanisms to satisfy regulatory and compliance needs
- Manage the treatment of historical and archived data, ensuring accessibility while optimizing storage and performance
- Uphold data governance standards, covering lineage, traceability, and consistency across various environments
- Conduct advanced query tuning, indexing strategies, and execution plan evaluations to guarantee optimal system performance
- Craft and refine stored procedures, triggers, and database functions using T-SQL and/or PL/pgSQL
- Identify and resolve performance issues related to large datasets and complex joins
- Provide scalable database solutions to support high-volume transactional and reporting tasks
- Develop, enhance, and optimize ETL workflows using SSIS or similar ETL tools for data ingestion and synchronization
- Collaborate with application, integration, and reporting teams to ensure dependable data workflows
- Aid in legacy data migration, maintaining data accuracy and completeness during transitions
- Integrate error handling, logging, and monitoring processes for all ETL and data movement activities
- Collaborate with developers, architects, QA teams, and business stakeholders to translate requirements into efficient data solutions
- Generate detailed technical documentation, including data models and operational procedures
- Mentor junior developers and database analysts
- Engage in design reviews and architecture governance discussions
