Requirements
Must:
- U.S. Citizenship is mandatory due to the sensitive nature of customer-related requirements.
- Bachelors degree along with seven years of relevant experience is essential.
- A Secret clearance is required.
- Experience in systems acquisition, budgeting, and scheduling is necessary.
- Recent experience (within the last 5 years) in Programmatic Acquisition, including POM and P&R forms as well as spend plans is crucial.
- Proficient with GFEBS, Budget Justification Books, P-Forms/R-Forms, Smart Charts, and Program Objective Memo (POM)/Weapon System Review (WSR).
- Familiar with conducting Budget Execution Reviews and managing Functional Support Agreements.
- Knowledge about monitoring Obligation/Disbursements and reprogramming activities is needed.
- Skilled in Milestone Decision (MS) preparation and monitoring, as well as Acquisition Reporting and Acquisition Strategies.
Responsibilities
- Provide financial advisory services for significant segments of the PEO/PM budget across one or more funding lines or types.
- Act as a consultant to management on the analysis and assessment of crucial technical and programmatic elements of mission-driven programs.
- Execute thorough analysis, evaluation, and oversight of planning, programming, budgeting, and execution for major Project Management programs.
- Use administrative, acquisition, programmatic, and budgetary laws, regulations, and guidelines to offer program guidance.
- Draft various forms of correspondence, including orders, directives, standard operating procedures, reports, briefings, and staff documents.
- Apply fiscal law and policy to ensure fund execution complies with established regulations and protocols.
- Ensure that programs and initiatives align effectively with the objectives and goals of PEO/PM and DA.
