Requirements
Must:
- Active top-secret clearance is essential.
- Masters or Doctoral Degree in a relevant field with at least ten (10) years of professional experience, five (5) of which must be within the Department of Defense (DoD).
- Alternatively, a Bachelors Degree in a related field with a minimum of twelve (12) years of experience, five (5) of which must be in the DoD.
- Or, at least fifteen (15) years of directly related experience, with proper certifications as stipulated in the PWS labor category performance requirements, eight (8) of which must be in the DoD.
- Preferably, a minimum of ten (10) years of experience in a DoD acquisition program office.
Responsibilities
- Assist in supporting, monitoring, and evaluating systems design, development, integration, and verification activities of prime contractors and major sub-contractors.
- Continuously track and assess aircraft modernization efforts, staying updated on system schedules, performance progress, and resolution of technical issues.
- Investigate and propose actions concerning necessary redirection of engineering efforts and any adjustments to established requirements.
- Support the development of avionics technical tasks for incorporation into the comprehensive program schedule.
- Contribute to the creation of system requirements for the programs airworthiness certification plan.
- Aid in the formulation of system requirements for the overall Systems Engineering Plan (SEP).
- Collaborate as an engineering team member on F-16 modification programs, providing technical counsel to engineers, lead and chief engineers, project managers, and other program staff.
- Support feasibility assessments and technical evaluations to ensure compatibility of developed systems and equipment with operational and technical requirements.
- Assist in evaluating technical risks and suggesting alternatives for consideration by F-16 programs.
- Support the development of Requests for Proposals (RFPs) and assess contractor proposals in relation to F-16 production and modification initiatives.
- Help compile, draft, and integrate the technical requirements for RFPs, including System Requirements Documents (SRDs), Statements of Work (SOWs), Performance Work Statements (PWS), Statements of Objectives (SOO), Contract Data Requirements Lists (CDRLs), and DD Forms 610.
- Participate in evaluating F-16 weapon system contractor proposals to determine compliance with program prerequisites, engaging in activities related to proposal assessments such as source selections, technical evaluations, and fact-finding.
- Interface with various engineering, program management, and leadership levels, including other engineers, lead and chief engineers, technical experts, project managers, and civilian and military leadership within the F-16 Division/Fighters Directorate and associated directorates.
- Engage with ongoing F-16 activities and organizations such as the F-16 Consolidated Board, F-16 Airworthiness Board, and various System Safety Groups.
- Contribute to formal and informal reviews and meetings related to the F-16 program, including risk assessments, design reviews, and configuration audits.
- Specially designated Foreign Military Sales (FMS) roles will assist in creating technical requirements for Letters of Request (LOR), Letters of Offer and Acceptance (LOA), and amendments while aiding managers in addressing technical and scheduling challenges.
