Requirements
Must:
- Ability to work 100% onsite at a Government of Saskatchewan office in Regina, Saskatchewan
- Proven track record as a practicing Enterprise Architect within a mature architecture practice adhering to industry best practices (e.g. TOGAF)
- Certification in TOGAF 9 or a newer version
- Availability to commit approximately 24 hours per week on a part-time schedule for the contract duration
- Local knowledge regarding Government of Saskatchewan or similar entities within the technical and business landscape
- Experience in applying formal architecture frameworks (e.g., TOGAF) to implement integrated solutions across various domains such as Business, Information, Application, Technology, and Security
- Background in leading Business Capability Planning and designing business services to align IT delivery with organizational objectives, preferably within the public sector
- Experience in designing and implementing Technical Governance Frameworks and creating enterprise-wide architecture standards
- Proven ability to consult with business and IT leaders to develop cohesive multi-year roadmaps and facilitate necessary organizational change management
- Experience in project portfolio prioritization and management
- Experience planning multi-year capital and operating budgets for IT initiatives, including comprehensive Total Cost of Ownership (TCO) projections
Responsibilities
- Provide strategic guidance and oversight for enterprise architecture practices throughout the government
- Develop, maintain, and relay enterprise architecture principles, standards, and reference models
- Ensure synchronization between business priorities, tech platforms, and service delivery strategies
- Lead the formulation of enterprise technology roadmaps to support modernization efforts and long-term strategies
- Establish and manage architecture governance processes, including review and approval protocols
- Develop business capability models across various ministries
- Ensure that technology solutions effectively enhance business processes and services that cater to citizens
- Collaborate with senior leaders and architecture teams to translate business requirements into digital capabilities
- Advocate for the integration, standardization, and reuse of services and platforms across the government
