Requirements

Must:
- Valid Certified Business Analysis Professional (CBAP) certification - Proven experience as a Business Analyst supporting business transformation efforts in a public sector or similarly regulated environment, adhering to formal governance and accountability frameworks - Familiarity with Government entities in Saskatchewan or comparable organizations - Experience in leading and facilitating workshops for business process discovery and requirements gathering - Strong technical understanding of IT solutions to effectively translate and convey technical concepts to both technical and non-technical stakeholders - Proficiency in preparing business analysis deliverables, including use cases, user stories, and testing documentation - Ability to analyze business requirements and convert them into clear, testable business rules - Skills in identifying business problems or opportunities, establishing outcomes, and evaluating solution alternatives - Experience in coordinating and executing formal testing methodologies - Proven capability in preparing organizations for change through readiness activities - Expertise in developing training materials and providing training to both technical and non-technical audiences - Familiarity with Microsoft Power BI and Microsoft Azure DevOps is considered a plus

Responsibilities

- Implement a business analysis framework to ensure successful outcomes - Document current and future state Business Processes and Workflow Models - Create Use Cases derived from Business Process and Workflow Models - Conduct thorough analysis of information, issues, situations, practices, and procedures - Gather, document, manage, and communicate both functional and non-functional requirements throughout project phases - Assess business requirements and derive corresponding business rules - Identify and define business challenges or opportunities, proposing potential solutions - Confirm alignment of solutions with requirements, evaluating benefits and costs of each option - Outline potential risks, issues, and assumptions associated with solutions, contributing to control and risk management - Collaborate closely with technical teams to ensure requirements align with user needs and integrate into the overall architecture - Serve as a liaison between technical teams and subject matter experts (SMEs) - Investigate and recommend new approaches and technological solutions for data integration services - Develop and document feasibility studies, business cases, and system manuals among other essential documents - Establish and manage a comprehensive testing strategy that supports business functions - Create and execute testing scripts, utilizing recognized testing methodologies to ensure system compliance with requirements - Act as Test Lead, guiding SMEs through User Acceptance Testing (UAT) processes to confirm identified requirements are functional - Ensure quality assurance regarding the accuracy and integrity of information provided in solutions - Facilitate meetings and workshops with both internal and external stakeholders - Prepare and present findings and insights to stakeholders - Conduct activities to prepare the organization for changes - Develop and conduct training sessions for diverse audiences, equipping them with necessary skills

This is a fixed-term contract position anticipated to last for 24 months, with work hours ranging from 25 to 40 per week.
