Requirements

Must:
- Masters degree in telecommunications, public administration, engineering, information systems, community development, or a related field with at least 15 years of relevant experience in broadband planning, digital equity, telecommunications infrastructure, or similar roles. - OR - - A minimum of 20 years of progressively responsible experience in broadband, telecommunications, digital equity, or infrastructure development, showcasing substantial technical leadership and subject matter expertise across diverse initiatives. - Industry-recognized certifications in broadband or telecommunications. - Project Management Professional (PMP) certification. - Certified Economic Developer (CEcD) certification. - GIS-related certification. - Relevant training certifications from state or federal broadband programs. - Valid drivers license and reliable transportation with acceptable driving record and minimum personal liability auto insurance coverage. - Authorization to work in the USA. - In-depth expertise in broadband and telecommunications operations, planning, and regulatory compliance. - Proven capability as a technical advisor to senior leadership and external stakeholders. - Comprehensive understanding of federal and state broadband funding programs and their compliance requirements. - Strong history of securing programmatic and infrastructure funding. - Ability to articulate complex technical information into actionable insights. - Excellent mentorship and coaching abilities for seamless knowledge transfer to staff. - Proficient in public speaking and presenting at high-level forums. - Exceptional writing skills for report and brief preparation.

Responsibilities

- Serve as our senior technical expert in broadband infrastructure planning, digital equity strategy, and telecommunications deployment across our service areas. - Conduct advanced technical reviews and assure quality for complex broadband plans, feasibility studies, engineering assessments, and funding submissions. - Provide strategic counsel to executive leadership regarding emerging technologies, regulatory changes, industry trends, and funding landscapes impacting rural broadband deployment. - Enhance CUs broadband technical assistance models, tools, and standards to ensure high-quality service delivery. - Observe and evaluate federal and state broadband policies and funding opportunities; assess their implications for our communities and organizational strategy. - Represent CU at state, regional, and national broadband conferences, forums, and policy discussions. - Cultivate and strengthen relationships with agencies, funders, industry partners, and coalitions to boost CUs influence and positioning. - Contribute to the development of policy briefs, white papers, case studies, and other thought leadership documentation that amplifies CUs mission. - Offer advanced technical guidance on impactful community broadband initiatives. - Provide technical input to enhance the competitiveness of major funding proposals and multi-state infrastructure projects. - Collaborate with GIS teams and other departments to synchronize broadband planning with data and community development strategies. - Mentor Broadband staff to elevate technical competence and problem-resolution capabilities. - Lead training sessions and partake in onboarding and professional growth initiatives to uphold expertise across the broadband program.
